Newbry in the following statement: "As the people of Oregon read this brief statement in their newspapers, the new Motor Ve hicle Safety Responsibility Law will be in full force and effect and everyone should find com fort in the fact that they and their property will be much safer on our streets and highways. "During the past month the state has gone to unusual leng ths, perhaps unprecedented leng ths, to acquaint the public with primary facts about an important law before it becomes effective. The state, of course, was under no legal obligation to do this. The administration felt, however, that if the public were adequate ly and accurately informed it would produce the kind of sup port that invariably means more effective administration and, in this instance, greater safety and security for everyone. "In this effort, of necessity we had to depend upon the public spirited newspapers and radio stations of the state to carry our messages and information to the people. They responded magnifl cently. I am sure that I speak for all of our people when I thank them most sincerely for perform ing an outstanding public ser vice. Its benefits, however, apply to every one, motorists and pedestrians a like. .There is no reason why any motorist should be unaware of what it requires of him, what can happen to him under it, and what he can do to protect him self. It will be administered fair ly but firmly, as the law itself demands. "It is too much to hope" that this law will stop motor vehicle accidents; but it will make them mighty costly to those who cause them. It will compel those who are involved in accidents to pay their just damage claims or get off the highways until they do. In time, it will enable the state to remove from the highways permanently the small propor tion of irresponsible drivers who cause 85 per cent of the accidents.
