GOVERNOR PIERCE'S visit to Heppner did not cause such a furore as might be expected on such an unusual occurrence for these parts. Seldom in the past has a governor of the slate had occasion to visit our little city, and in such event it was looked upon as a momentous honor. Perhaps it is because Mr. Pierce is just one of the common people, having a long time acquaintanceship with our citizenry, that they did not take his visit as extraordinary. Anyway, the Elks hall, not unus ually large even for average Hepp ner crowds, was only two-thirds filled. True, Mr. Pierce's audience was agreeably receptive, and listened attentively to his somewhat errat ic discourse on taxation. He had much to say on the subject, though lamentably, he left a great deal unsaid. As usual he was riding his income tax hobby horse, which, though badly abused and crippled, seems to be carrying him gallantly still. As we gathered from his harrangue, practically everybody else in Oregon but the governor are a bunch of "dubs" or if not "dubs" they are crooks but still, if given half a chance he is going to have them all astride his pet pony yet. Mr. Pierce came well loaded with ammunition to force his is sue. He handed out printed sheets of statistics that showed Oregon to be "the biggest boob state in the whole union, with the excep tion of Nevada," by having the largest per capita state tax with the one, exception. Then he point ed out that property in Oregon bore a greater burden of taxation than it did in any other state, bar none. Proceeding to make com parisons between Oregon and oth er states, he brought out that Cal ifornia and Pennsylvania had no state tax on property whatsoever, and many other states had less than half the tax on property for state purposes than had Oregon. Of course he didn't say these states have state taxes on income such as he proposes for Oregon, but their state revenue is derived through indirect taxing procedure, part of the practice of which he is now advocating, but not at all in line with his income tax hobby. Next he pointed out how Mor row county paid $1 17,000 into the state treasury the year he went in to office and now this was reduced to $72,000 the one year the state income tax was in effect; leaving for his audience to deduce that it was all due to the state income tax. However, he neglected to point out that assessed valuations of property in the county in the meantime had dropped nearly enough to account for the differ ence; also, that Oregon kept out enough productive industry in the one year through the income tax bill to make up for the whole amount collected through it, in spite of the governor s declaration that the income tax was not a tax on capital but merely a tax on the revenue derived through the em ployment of capital which, in ef fect, is the same thing. Again, he showed how one great manufacturing concern with an in vestment of more than $2,000,000 paid taxes only on a wee little bit of property, entirely out of pro portion with their enormous earn ings, while the farmers were be ing forced into bankruptcy. An other half truth. Though this con cern may not be paying its just share of taxes directly, it is not to be denied that it is furnishing lu crative employment for hundreds of people who have their homes in the state and who probably would not be in the state if it were not for this employment and who pay taxes to the state on their property. Brains of a nature to conduct such concerns are at premium in Oregon and we should not ask them to leave through any more fool income tax bills. It isn t that we re against in come tax that we say unkind words about our esteemed governor. We would be trying to refute the de cisions of highest authority in the field of economics if we decried the priciple of such a sjstem of taxation. In theory it is the most just and equitable form of taxa tion ever conceived. In practice, it is not feasible for us to adopt it so long as our neighboring states do not do likewise reasons for which have been too forcibly brought to our attention to need citing here and so long as the Golden Rule does not govern the conduct of our population. We believe that there could and should be a shifting of the tax bur den to relieve property from its unjust share. To this end we fa vor indirect taxation measures as the most painless means of ex tracting the money. But so long as we have our debts to pay there can be no reduction in taxes on this score, and so long as they must be paid the producers must foot the bill, as he does in the end, no matter what form the means of taxation may take. Governor Pierce has done a lot of good during his term as govern or of Oregon if for no other rea son than that he has stirred its people to thinking on matters per taining to state government as probably they might not have thought had a less dynamic fel low been in his stead, but we be lieve Oregon is now ready for a steadier hand to take hold of the reins of government. Building Boom Ahead. THE Department of Commerce has estimated that over eight billion dollars will be spent in 1926 in building operations. An interesting feature of this estimate is the number of rural buildings which are planned for erection While it is true that the total of expenditures for these buildings is quite modest in comparison with expenditures for industrial plants and buildings in the large cities it is a matter of satisfaction that the expenditures planned for rural structures and homes surpasses all records in the past Out of this total expenditure of eight billion, over three billion dol lars will be paid directly as wages to the workmen employed on the same. In addition, we might count in, although no estimate has been made, the workmen in the build ing-supplies and other lines who also will undoubtedly receive at least another two billions of wages out of the five billion paid for ma terial. With figures like this at hand, the plain, common, garden variety of citizen can continue to plan on sending his boys and girls to college, and ignore the fictitious slump of values on Wall Street in New York. TWO young Englishmen have been making a study of Amer ican prosperity, and have evolved nine reasons in explanation: One Promotion in America is by merit. Two America sticks to small profits and quick returns, on im mense and rapid turnover. Three Rapid turnover is se cured by simplification and cheap ening of processes which neces sitates less capital. . Four America shows endless keenness in devising time-saving and trouble-saving appliances. Five The American employer is not hostile to high wages. Six American manufacturers cooperate by exchanging ideas. Seven Americans are vigilant and acute in eliminating waste. Eight American welfare meth ods double high wages by sur rounding the workers with clean liness and light. Nine Americans encourage re search. LEGAL NOTICES NOTICE OF SHERIFF'S SALE. NOTICE IS HEREBY GIVEN that by virtue of an execution issued out of the Circuit Court of the State of Oregon for Umatilla County to me directed and delivered upon a judg ment and decree and order of sale ren dered in said court on the 3rd day of February, 1926, in favor of The Fed eral Land Bank of Spokane, a corpor ation, and against John L. Hoffnagle, husband and wife and Stanfield National Farm Loan As sociation, a corporation, and each of them, in the suit therein pending wherein the said The Federal Land Bank of Spokane, a corporation is plaintiff and the said John L, Hoffna gle, also known as J. L. Hoffnagle, and Clara M. Hoffnagle, husband and wife; Stanfield National Farm Loan Asso ciation, a corporation, F. T. George and E, F.
