Italdwin, of San Francisco. that the "California Arrow" is not only dirigible, but that it can make headway against a moderate breeze. Knalienshue started from the aero nautic course at 3:37 P. M., and re turned after hi remarkable flight at 4 :05 P. M. On the return trip the air ship moved slowly over the exact spot (rorn which it had arisen 28 minute previously, and glided about 100 feet further west, where it settled graceful ly to the ground. The descent of the ariahip was the signal for a demonstration the equal of which ha not been seen since the wheel of the World' fail started last April in response to the pressure of a key by President Roosevelt. Dozen of eager hand were outstretched to grasp the frame of the airship and the flying machine with its daring navigator was carried around the concourHO upon the shoulders of the shouting men. Hats were thrown into the air, and when Knabenshue called for three cheer for hi home town they were given with a will, and another round followed for KualieiiHhue and lialdw in. CIRCULATION IS INCREASING. Is Philippine Currency Legislation Proving a Success. Washington, Nov. 2. The bureau of insular affair today gave out a state ment touching condition applying to the Philippine currency. The secre tary ol war ha received the following cablegram from the civil governor of the Philippines, showing the effect of the tirrency legislation: "The api roach of October 1, when the first currency taxing berame f fleet ive, caused large expoit of Mexico peso commercially and larg3 inflow o Spanish-Filipino coins into the treas ury. Increase of actual circulation new coin for October approximately 1,300,000 peso." TERM IT WANTON. Theory of North Sea Incident finds Tavor In London. London, Nov, 2. Considemble dis cussion of the theory that the Russian fired on their own ship and sank one of their own torpedo boats at the time of the North sea outrage bai been heard in the last two days in the club fie quented by naval officer. Nobody questions the correctness of the theory or it compatibility with all the fact known about the sad affair. The naval officer w ho itiggested thi theory, said last night : "I confidently believe that the in quiry will substantiate my hypothesis. Of course. I don't know that any tor pedo boat was sunk by Russian battle- shins, but if one wa sunk, aa Admiral Roietvensky a, leges, it must have been a Russian boat. The thirst to do is to call on the Russian to produce their torpedo boat. If none ha been sunk it should be possible to produce the exact number which entered the North sea a little over a week ago. "But whatever may be the reference to the sinking of one of these craft, there seem to be no doubt whatever that two of tbe Rassian torpedo boats reached Cherbourg in a damaged condi tion, bearing mark which indicate to my mind that they were the objects of attack by RoeBtvenjsky's battleship "The Blesty Asehtchi had her stem battered and another boat had abot holes in her sides. It is for tbe in qniry board to find how these injuries were received. 1 notice, however, tha the I! lest y Asehtchi is getting away as fast as possible, she having already been reported as having sailed eastward from Tangier. It may be that an effort is being made to have her so far away as to make it impossible for the inquiry board to get at her officer and find on what thev know about the Nortn sea horror. Admiral Rotestvensky say that the torpedo boats bombarded hia battle ships and wounded tome among hia crew. That i silly, a a torpedo boat does not bombard battleship. That i not their method of attack. Thete ia another method of explan ation of the injured battleships. The fishermen say the Russians were on both sides of their craft and hat the shots came from both ways. If that were so, it may easily happen that one of the Russian battleship fired into another. Again the wounded among the crewa of the battleship may be the survivor of the sunken torpedo boat. I cannot help wishing that Great Britain's arrangem nt with Russia pro vided for the detention of all the ves sels of the J?altic fleet, instead of sim ply the four battleship now at igo. Cone of Crater Tails In. Naples, Nov. 3. The cone of the crater of Mount Vesuvius, which formed during the late eruption, fell into the crater today with a tremendous roar. There immediately issued ex plosion which shook the whole moun tain, folic wed by the eminaion of a black column which gradually spread, falling in the form of aalie over the surrounding country within a isdiua of 25 mile. The disturbance lasted but short time. British Commissioners Investigate Attack on fishermen. London. Nov. 2. four commission ers, representing the board ol trade and owners, who were sent October 25, at the siitfiii-stion of the lorelgn office, to ascertain the damage done to the North sea trawlers by the Russian Second Pacillc souadron, have just returned and presented a verbal reort confirm ing tbe report that some of the trawlers were seriously damaged by thells and machine gun fire, white other sufferad in a smaller decree. Trawlers and fi-diing gear weredeatroyed or damaged, they say, and fragment of a four-meh shell which burnt on the deck of the trawler Thruah and many other evi dences of the "deadly and wanton" at tack wele found. The depot will be built by a Chicago firm. Japan Gives Line on War Budget. Tokio, Nov. 2. Preliminary esti mates of the budget, covering January, February and March, 1905, and the flit- cal year commencing in April next, have been completed and will be sub mitted to the Diet at its next meeting, November 25. The war expenses are estimated at (385.000,000 and the or dinary expense at $(10,000,000. It is proposed to provide lor the war ex pense by increasing the taxation to $45,000,000, by retrenchment in the administrative expense and public works of $35,000,000. Sure Only Eighteen Perished.
