The so-called ! "Packers Hill" is a law. It is officially ! known as "The Packers and Stockyards j Act." It regulates the buying, selling I and handling of all live stock, live stock I products, dairy products, poultry, poul- try products and eggs, which are han dled in interstate or foreign commerce. Under the provisions of this act it la unlawful for any one in the packing business to engage in or use, either di rectly or in agreement with or com bination with any other person, any un fair, discriminatory or deceptive prac tices: to make or give any person or lo cality any preference or advantage, or subject them to any prejudice or d'.sad vantage; to engage in any act appor tioning the supply of any product, ma nipulating or controlling prices, re straining commerce or creating a monopoly. The administration of the law de volves upon the U. S. Secretary of Ag riculture. He may bring action upon his own Initiative whenever he has rea son to believe that there is any viola tion of the law. In such cases he must make written charges and furnish them to the accused, who ts entitled to a copy of all evidence against him and the right of a hearing. In the event the de fendant is guilty, in the opinion of the Secretary of Agriculture, after hearings have been given, the defendant may within 30 days appeal to the Circuit Court of Appeals asking that the Secre tary's findings be set aside or modified.
