It Is utterly Impossible for one who has not actually snen the misery of the early Autumn In Europe to visual ize what the children of the Eastern and Central portions of the continent face this winter. To sny tlin' 8.500,000 children have no alternative to starva tion or dentil from disease except American aid, is startling, btfl Imlcpend- ent ohsi-rvers by the score sr.d core- ful scientific surveys of tie economic j and crop cond'tlons overseas brand t the figure as conservative. In I'oland, for Instance, t ere 1.30S.- (XXI youngsters last )ear subs:sted al most entirely ou the on free Ameri can meal a day that they received, con ditions as winter clones down, art worse thon ever before. The Bolshe vik Invasion stripped large prrtlons of the country of all grain. Professor E. D. Durand, Food Advisor to the Polish government, after an exhaustive survey, has reported that only forty per rent Is available of the food neces sary to carry the population through the winter. In the city of Vienna tests conducted Id the American Relief Administration food kitchens showed that D2 per cent of the children between the axes of 6 and 14 were "seriously under-nourished." Thirty-three per cent were mark edly under-nourished, 11 per cent were slightly subnormal and only 4 per cent approached the state of a normal Amerlctn child. The Amerl -an Relief Administration la feeding jO,000 Austrian children every day now, aad there la do chance of dlmunitlon of need before nex barreil The spectacle of the medical needs of Europe's children is equally ap palling. Estimates reaching the Amer ican Red Cross to needs 'or medical service In the de-tltute are?s this win ter Include: Old Aratrla-Hu-gury, 750, 000; new Poland, 1,500,10; Czecho slovakia, 200,000; Serbia, 150.000, and Roumanla, 100,000. In the "Iscal year of 1H18-20 the Red Crosa has reached with the rentable gift of life LDOO.OOO children In the affected areas. Tuber culoalt Is prevalent to a terrlfflc degree. Five children out of seven Ir the city f Warsaw, for instance, have been fonnd to be tubercular. Typhus la widespread ; rickets, the light hand of uoder-nourishiLent Is almor universal, and cholera lifts Us grim head con stantly In one place and another. The European Relief Council, com- prising the American Relief Adminis tration, the American Red Cross, the ! American Frier, ds' Service Committee (Quakers), the Jewish Joint Distribu tion O uimittee, the Federal Council of the Churches of Chrjst In Ameri ca, the Knights of Columbus, the T. M. C. A and the T. W. C. A., seeks $83, 000,000 with which to meet the situa tion. It has estimated that at least ! $28,000,000 must be had for food and $10,000,000 for medical service to avert absolute, disaster amor j the threatened i children.' PLIGHT OF REFUGEE CHILDREN TERRIBLE One hundred thousand Russian refu gees in Poland r absolutely destitute, according te official estimates. The majority of thee tre women and chil dren. The condition ef the latter par ticularly Is pitiful and they will be among the beneficiaries from the i33,C 00,000 fund being ral.ed by the European Rellet Council, composed of eight leading American rel: agencies for a Joint appeal In bet alf of the millions of little Europeans who caa look only to America for the food, clothing and n.edlcal care that will make It possible for them to eurvlve the winter. CONTRIBUTIO'S EXEMPT FROM TAXATION. Contributions to the collection of the European Relief Council for the European children's relief fund are ex empt from taxation and may be de ducted from Income ta; returns, ac cording to a ruling that has been made by the office of Internal Revenue In Washington. RICKETS DID THIS. Before this five-year-old Vienna girl was operated upon In the American Convalescent Home her leg was even more horribly deformed from rickets aud she. was In constant instead of In termittent pain. Now at least her leg Is straight again, aad by degrees she Is relenrulng to walk. Rickets Is the aftermath of under-nutrltlon, and It Is to cut down the harrowing prevalence of such disease as this among the chil dren of Europe that eight American re lief organizations are making a Joint appeal under the name of the European Relief Council for funds to succor the millions that face a winter of horror. They are the American Relief Adminis tration, the American Red Cross, the American Frlands' Service Committee (Quakers), the Jewish Joint Distribu tion committee, the Federal Council of Churches of Christ In America, the Knights of Columbus, the Y. Heart-Breaking Smiles I l r 7tr- :- - - - . , n 7 I L-XQN. 'V I There are thousands of kinds of smiles, but It wauld be mighty bard to picture even In the mind's eye smiles more poignantly tragic than thoae here seen. Two years of life have held little save misery for these Vienna young sters, yet, even though the result Is painful, they smile. They are victims of rickets, the offspring of near-starvation, and that countless others In stricken Europe may not have te share their fate eight American relief organizations, under the name of the European Relief Council, are making a Joint appeal for the conscience of America to complete relief work which this winter faces Its crisis. These agencies are the American Relief Administration, the American Red Cross, the American Friends' Service Committee (Quakers), the Jewish Joint Distribution Committee, the Federal Council of Churches of Christ la America, the Knights of Columbus, the I.M.C.A. and the I.W.ti.
