The substitutes are barley flour, corn flour, and corn meal. Feterita flour and meals, rice flour (not rolled oats,) kaffir flour, milo flour bean flour, and buskwheat flour may be used as substitutes. Kye flour may be used as a substitute on a basis of two pounds of rye flour to three pounds of wheat flour. On that day every man in the United States and its oosseislon between the ages of 18 and 45 years, inclusive, who have not already reg istered, or who is not already in the military service, must register. This includes citizens as well as aliens. There are no exceptions. Registration will be held between the hours of 7 o'clock a m. and 9 c clock p. m. on Registration Day. , .Local draft boards will be in full charge of registration. It is the duty of the local boards to name the places for registration, ana to give proper publicity as to their locations. However, failure on the part of any man subject to registration to learn his proper registration place will be no excuse for his failure to register. Failure to register on Registration Oay is punishable by imprisonment up to one year, without option of a fine. However, many persons report that they are using less than two pounds per month. This increases the supply for can ning purposes.
