Miller, held a hearing in this city last Friday on the applica tion of the Heppner Light & Water Co. to increase ratei, on light, water and power. The city of Heppner had employed T. A. Carrnw, civil engnieer of Portland, to check up the work of Messrs. A fire Monday cveilng a'viut 7 o'clock on the Frank Wilson rancii a few miles south of lone destroyed a setting of wheat headings. The origin of the fire is not known, but i.
