The Service Commission Hearing.

and F. L. Miller, held a hearing in
this city last Friday on the applica
tion of the Heppner Light & Water
Co. to increase ratei, on light, water

of the company were introduced by
Mr. Kepart, civil engineer for the
commission, and J. L. Stannard, en
gineer for the company. The city of
Heppner had employed T. A. Carrnw,
civil engnieer of Portland, to check
up the work of Messrs. Stannard and
Kepart, but his report was not com-;
pleted at the time of the hearing atidij

to give time for his report to be ccm-jj

origin of the fire is not known, but i.
Is thought that it was of incendiary
nature. The loss to Mr. Wilson is
