All functions of Government agen cies relating to streets and highways hereafter are to be coordinated in a body called the United States High- ivs Council,, composed of one rop sentntive each from the War De partment, the Department of Agri culture, the United States Hailroad Administration, the War Industries Brard, and the Fuel Administration. Membership of the board follows: War Department, Leut. Col. W. D. filler; Fuel Administration, C. G. Sheffield: War Industries Board, Ri chard L. Humphrey; Railroad Admin istration, G. W. Kirtley; Department of Agriculture, L. W. Page. These representatives on June 8 se lected Logan Waller Page, Director of the Office of Public Roads, Depart ment of Agriculture, as chairman, and J. E. Pennybacker, chief of man agement of that office, as secretary. Prevent Delays and Uncertainty. The council was formod primarily to prevent delays, financial loss, and uncertainty incident to the method of taking up each highway problem in its turn with a seperai.e and distinct Government agency. It utilizes the organizations of the 4 8 State high way departments with their trained personel and their knowledge of lo cal conditions and provides a single agency where all highway projects calling for governmental action -'of any character, whether it be a ques tion of finance, of materials, trans portation, or of war necessity or de sirability, may be dealt with. All the Government agencies represented are concerned in highway matters. The War Department constructs hundreds of miles of roads in canton ments and posts and is freiuently in terested in highways connecting them with citle3 and shipping points. It is also interested in the through high ways over which Government truck trains are operated and any other highway affecting any war activity. In Tonrh With States. The Department of Agriculture is intrusted with the administration of the Federal aid road act, which car ries an appropriation of $85,000,000 for an expenditure of at least an equal amount by the States In con junction with the Federal appropria tion. The Office of Public Roads al so expends a number of smaller ap propriations under authority to make scientific Investigations and to give out information concerning highways. In this educational work, as well as in the Federal aid highway work, it is in constant touch with the highway departments of the 48 States. The Railroad Administration can Influence vitally the construction and upkeep of public highways, as vast quantities of crushed stone, gravel, siind, cement. bri' U. reinforcing and structural steel, and bitr.rninnn'is ma terials are required to be transport ed by rail. Shortage of open-topped cn.r equipment because of need for shipment of coal, coke, and ore has made it seem necessary that less im portant work may he postponed. This lias resulted in an order by the Car Service Section of the Railroad Administration providing for appeal to the Directors of tho Office of Pub-j Roads, through the State highway j departments, where need.i are urgent and the local railroads can not han-1 die the situation. The Director in turn briugs the appeal before the Uni ted States Highway Council. Road Oils Restricted. The Fuel Administration, through its control of fuel, including fuel oils, has restricted to essential purposes, in order to conserve fuel oil for war needs, the use of road oils, asphalts, and tars in street and highway work. In consequence, these materials for highway use are delivered by manu facturers and refiners only on a per mit issued by the Fuel Administra tion based upon a recommendation by a committee representing the Of fice of Public Roads and the Oil Di vision of the Fuel Administration, tnis committee forming part of the United States Highways Council. The War Industries Board, by rea son of its control of many of the ma terials entering into highway con struction and maintenance, and its power to establish priorities, allocate materials, and fix prices, enters prom inently into the field of highway work. The Capital Issues Committee, while not represented in the council, till is interested in highway construc tion in that it is required to pass up on bond issues involving $100,000 or more. Hundreds of millions of dol lars have been voted annually and sold for highway and street purposes. Restrict Work To Essentials. The Highways Council lias provid ed a definite form on which applica tion to it for relief may be made, and has placed a supply of these forms with the State highway departments through which all applications must come. The council emphasizes the great need of conserving money, transportation, labor and materials by restricting highway and street work to the most essential needs. It considers the maintenance of existing streets and highways logically should rank first in importance and that the reconstruction of these sections of im proved highways and streets which have become too defective for main tenance should next receive attention. New construction is held to. be justi fied only where the highways are vitally important toward the winning of the war or for the movement of essential commodities. ORDINANCE NO. 07 OK THK CITY OK HKPPXER, PROVIDES. Section 2. Any person or persons who are the owners or in the possession or entitl ed to the possession of any lot, piece or parcel of land situated within the corporate limits of the City of Hepp ner and who shall allow or permit any slop, paper boxes, barrels, manure, wood, trash, scraps, refuse, rubbish, offal or filth to remain or be on said lot, piece or parcel of land or any street or alley within said City abut ting on said lot, piece or parcel of land shall be deemed gulty of a mis demeanor and upon conviction there of shall be punished by a fine of not less than Five Dollars, nor more than Fifty Dollars, or by imprisonment in the city jail not less than two days, no more than twenty five days. I trust ttiat the citizens of Hepp ner will at once comply with the pro visions of section 2 of.said ordinance r the cleanliness and fanitary con ditions of the city as well as for the prevention of fires, and thus avoid prosecution. Wattenburger and famil; were in Heppner on Friday last, com ing over from Pendleton and being on their way to Portland, where they exnpct to reside for the rest of this Slimmer and during the coming win ter. They heard of the Heppner fire at Echo, and Mr. Wattenburger says they just had to drop in this way to see what damage had been done to the little city. After looking over what was left he really felt sorry that he had called. Mr. Wattenbur ger states that his move to Portland at this time is necessitated owing to the condition of his son, Charles "'orn he has placed In charge of a specialist. A number of years ago Charles suffered a bad spell of pneu monia at Heppner, the effects of which he never entirely recovered from and now has an affliction of the spine. It will require a long series of treatments to correct the difficul ty but time will fix the young man up all right.
