War Credits Board Approves Advan cea of Nearly 1150,000,000. A statement prepared by the War Credits Board Includes the following explanation of its functions and ac tivities: "When a concern that has a con tract with the War Department for supplies has shown the board that it needs financial assistance and ba been able to comply with the act by giving adequate security, the board has approved an advance payment and the money has been received; in many instances where the case was urgent the money has been paid over to the contractor the same day the application has been filed. How ever, the board does not act in any sense as a bank. It is only when the manufacturer has reached a point where financial assistance Is needed, in addition to his banking lines, that application for advance payment for his goods is considered favorably by the board." Between the time of Its creation in November and January 24 the board approved advances to contrac tors totaling $145,551,000. ill i iHaaaaa., mm mimmtmh 1 1 New Committee Will Mobilize Col leges for Training of Troops. So he said, "My dear, good Satan, I'm in trouble, I'm afraid; it we do not work together sure as hell my grave is made. I have worried and I've wondered and the Huns stand in dismay, when they hear the prepara tions over in the U. S. A. "I had thought that Gott was with me but of late He's hard as bone, bo me, but of late He's harl as bone, so I've come for your asslstanec and we'll oust Him from His throne. Now dear Satan, won't you help me? We're a team that would work well, an' when the awful war is over we'll own Heaven, Earth and Hell. "I surely am disgusted with the Gott up In the skies; instead of help ing me He's helping the Allies. Just say the word and I'll abide; you come along but I'll decide; and tonight at just eleven I'll call out a string of Zeppelins and we'll make a raid on Heaven." All this while old Satan wondered, scratched his head and then he pon dered. When he found his equilibrum after Bill had gotten thru he address ed Bill Hohenzollern In these words severe but true: "You're a dirty, lowbrow ingrate, you're the worst I ever knew; you are dippy, talking flighty, and to win your greatest blunder you would wreck your God Almighty. "Now for years you've had a no' tlon that you had a regular call, and some day you'd rule in Heaven, but oh, Bill, you'll get a fall. And this sure as hell, for the Allies have your measure and they'll fix you good and well. "You have stooped to the lowest level; you have broken every rule all the world Is now against you; you're a great big jackass fool. I don't like your talk of methods; I'm the devil, that is true, but you've wrecked and butchered millions and I have no use for you.
