ORE., THURSDAY DEC. 21. 191 S BY WOOL GROWERS The committee on resolutions at the 19th annual convention of the Oregon Wool Growers' Association, was put to work early. During the last hour of the convention they pre sented the following resolutions which were adopted by the associa tion with but a few minor changes. The Proposed Increase in Grazing Fees. WHEREAS the Secretary of Agri future has proposed to increase the ;razing rates for grazing livestock ,n the National Forest to double the resent figure and WHEREAS in times past the wool business has been carried on to a loss to the growers, and WHEREAS it must be conceded he wool business at the present is njoying a period of abnormal pros erity and WHEREAS under normal condi iens it is boli-:vcd that an increase to druble the present rates will be ' ;;:nl V.'HEuCAS it is believed that on a ange basis sheep are paying a high er rate than rattle now therefore BE IT RESOLVED that it Is the onse of this convention that should u Increase be made it be not greater han fifty per rent of the present ates and tliat tlie increase be made 'radually and extend over a period of wo yer.rs. WHEREAS the cost of raising wool and mutton has increased mat erially In the past few years, it has obviously became necessary for the growers to improve the flocks. THEREFORE, BE IT RESOLVED that we express our approval of the annual ram sale held at Salt Lake, and recommend, that members of the association patronize the same. Rabies. WHEREAS the disease of rabies Is prevalent among the wild ani mals of Oregon, and WHEREAS it has caused the loss of livestock to the amount of many thousands of dollars, and threatens to cause still greater losses, as well as being a serious menace to human life .therefore . BE IT RESOLVED; That we re Qommend that our present state boun ty law be continued and request the legislature of the state of Oregon to appropriate the sum of $30,000,000, tothe State Livestock Sanitary Board to be expended in cooperation with the United States Bureau of Biologi cal Survey for the prevention of ra bies and for the extermination of predatory animals. Conference at N. W. G. Association Convention. WHEREAS: Rabies can best be controlled by concerted action on the part of the state in which the in fection exists, therefore BE IT RESOLVED that the se cretary of the Oregon State Board of Health and the secretary of the Ore gon Livestock Santary Board be In structed -.o take the necessary step"! to call a conference of the states of Washington, Idaho, California, Neva da, Oregon and Utah to meet in Salt Lake City on the dates of the Nation al Wool Growers Association conven tion, January 11-13. Wool Classification. WHEREAS as much of the wool produced in the Northwest is put up In a slip shod and careless manner resulting in loss to the grower or necessitating expensive grading of same before it goes to the manufac tures, therefore BE IT RESOLVED that we re commend the classing of wool before It Is placed in the original bag and branded In a manner that the buyer may know the proportion of each class in a clip of wooi. Non-Partisan Tariff Commission. WHEREAS believing our present prosperity is due to war, drouth and pestilence In other wool growing na tions of the world, and that a return of normal conditions would again place wool and mutton produced in the United States in direct competi tion with like products in other parts of the world, produced at much less cost, therefore BE IT RESOLVED that we heart ily endorse the action of President Wilson in appointing a non-partisan tariff commission to protect in times of stress, not only the wool and meat growing Industry, but every other le gitimate Industry In the , United States. Stock Trails. WHEREAS, on account of so much of the public lands passing into pri vate ownership, and the consequent fencing, It is becoming increasingly difficult to move bands of sheep to shipping points and to summer range and WHEREAS trailing them through narrow county .roads imposes hard ships and cruelty to the animals themselves, and loss to the owners: We would respectfully suggest that where proper and continuous stock trails can not be established the Interior Department set aside un appropriated Government land con tiguous to approved routes of travel of stock to either shipping station or mountain ranges, at such Inter vals that stock en transit may have a chance to rest and feed en route. And we would further recommend that in the future all County Roads hereafter laid off and allowed through a Section of country mainly devoted to stock raising, be ordered established not less than eighty feet in width. Pacific International Live Stock Ex position. WHEREAS the Pacific Interna tional Livestock Exposition has just cjosed its sixth annual show one of the most successful In its history and WHEREAS the bad weather Which was experienced during the entire week convinced the livestock breeders of the country as well as the business men of the community that the show had outgrown its tent stage and must from now on be honsed in suitable buildings to the end that the Pacific International may maintain its high place among the other large exposi tions of the country, therefore BE IT RESOLVED that the Oregon Wool Growers Association most "arnestly endorse the movement to raise sufficient funds to properly fin ance the propostion and that all its members lend their financial and mo ral support to this end, State Educational Institutions. WHEREAS our boys and girls are our most important livestock and their education our most important problem, therefore BE IT RESOLVED that we most heartily endorse our State Education al Institutions, and recommend that our rural districts incorporate as high a standing of education as our City Schools, paying particular at tention to agriculture and livestock. National Wool Grower. REALIZING that much good has been done our Industry by the pub lication of the National Wool Grow er, now, therefore BE IT RESOLVED that this Asso ciation continue its moral and finan cial support of the magazine, in its efforts in our behalf. And we further urge that all wool j growers of the State of Oregon aid' themselves and their industry by be coming subscribers to this publica tion. Henry Ireland, Condolences. INASMUCH as it has been the will of the creator to remove from our midst Henry Ireland, supervisor of the Whitman National Forest BE IT RESOLVED: That we have lost a friend tc our industry and that we hereby extend our sin cere sympathy to the members of his family, friends and permitees of that reserve, and hereby recommend that a copy of this resolution be spread upon the minutes of this association, and a copy sent to his family.
