THURSDAY, SEPT. 21, 1950 SOUTHERN OREGON NEWS REVIEW CLASSIFIED D EPA R TM EN T B U S IN E S S HOUSEHOLD MSUOS Split Personalities Mopping his brow confusedly, shortly before recess, Pennsyl vania's congressman Robert F. This column is inclined to agree w ith the gentlem an fro m the key stone state, fo r if there were ever o ve rt evidence of schizophrenia, of s p lit personalities, it is the attem pt of congress in an election year to rush to impose taxes and controls "beyond the c a ll of d u ty ," of a t tem pting to play sm a rt politics and at the same tim e become "sta te s men** and p a trio ts: of backing up the w a r e ffo rt to the h ilt, and at the same tim e p o litic a lly sap at the leadership; of scores of "M onday m o rn in g q u a rte rb a cks" demanding the whole coaching sta ff resign; of short tem pers and bellicose word- battles. F o r instance, it is indeed strange, p a rtic u la rly in an election year, th a t there would be any opposition to enaction of an excess profits tax to "ta k e the p ro fit out of w a r” when, at the same tim e, the m em bers are voting men into the fro n t lin e trenches. It always has been regarded as a vote-get tin g vehicle— federal aid to high ways. p a rtic u la rly fo r second a ry and fa rm -to -m a rke t roads. The President had asked a cut of $240,006.000 in the b ill, but the senate went to whole hog and slashed away $359,000.000, most of it at the expense of these sec ondary and fa rm roads. Another example of the sp lit p e r sonality is in the riv e rs and h a r bors b ill, o r pork b a rre l measure. O nly a few short weeks ago the congress voted m illio n s of d ollars in authorizations, but the conferees, I although know ing these expendi tures are vote getters in a norm al election year, voted to build no p ro j ects not ce rtifie d by the P resident as necessary to the w ar effort. This ra m p a n t congress, set on tre a d in g on the P resident’ s toes and in voting away its own responsibil ity , refused to m ake cuts in the omnibus appropriations b ill and vo t ed the President should m ake an across-the-board 10 per cent cut in a ll appropriations. This is congres sional responsibility, not the P resi j dent’ s. I t is the President’ s respon s ib ility to make foreign policy, but the senate added to the confusion by m aking foreign policy of its own and voted a m andatory loan fo r F ra n co ’ s Fascist Spain of $100,000,000. The CCC experienced a loss of $249,230,000 du rin g the year as against $254,000,000 in the previous fis c a l year.
