AMONG THE WHEELMEN - iacifls: "Track Proposed Bicy , cl Tax and Paths. J An xnrtM)Mu1 Mnvola man front tCli Nornla 'in jtlj city figuring on jmtUng ia hars a first-elan four-lap racing JtMck. - H hu been looking the Held ' ' lover for several days and express Un- ' Salt as highly encouraged wltb, tns oui- look. H thinks Portland la now one of ' ? & bast blcyda towns on ths coast, and - lof rs that successful meets can b held - Iters as well as In other cities. , , A, suitable location la the main object U be attained. Tha Portland track, on Uia East BW aas been recommended. and an, examination of this course has , been made with favorable results. considerable amount of work will bars ' to be done on It In the war. Of banking and grading, and m the construction of s grand stand ana Dieacners. Should the bicycle meet scheme once take shape, It is believed by local wheel men .that the , town would be greatly beneSted ' thereby, With a good . track, . professionals as well as amateurs would , corns : here and eotnAte from, all over the oountry. , The Multnomah $ V Bicycle Tax Bayers Association It had a meet - Ing for' months, A organisation not dead, according 1 opinion of one of Its Dromlneht mW , it ' "We may be an he continued, ""but. we are keeping on' eye ' open Just the same. The time is now getting ripe for, us to do something,' We don't want to throw' anybody into Convulsions, but !W would like to make a modest Inquiry of the Board of County Commissioner. We are .wondering why they did not snake some provision for a bicycle track on the side of the White House road they recently decided to widen. -They are willing to spend 84,900 to' have the roadway widened to 0 feet for a die. tanoe of over two miles., but they seem to be- forgetful that the thousands , of bicycle riders of the city want a path In this direction very much. It would make one of the finest rides about Portland Perhaps Messrs. Cake and Mack, who have always professed to be the friends of the Wheelmen, could say something bertlnant to this matter." The wheelmen's association feels as If the county could. do better by them in the future than it has in the past. would be more agreeable : for the bicycle riders who pay taxes if the county would appoint some competent person to over see the building of the paths. The asso ciation Is willing to foot all the expense, but it would Ilk to b consulted more ' freely n the details of the work under' taken. They accuse the county authori ties of conducting a sort of a olose cor1 poratlan" For instance) They have been trying for a long time to" find out wbat It coat per block to build the path, on Fif teenth street.- They have requested this information and thus far it has never been givan. They don't mean to charge ' any one with misappropriation of funds, . but it seems that nobody is required to make this report. There Is no way of getting at the facta now... except by dig gltig up the! bills and vouchers. Bicycle men explain that riders are slow about paying thelr.,tax because, of the bud condition of the Weather at this season of the year, which! tends to make riding more or less Inconvenient Since the sale of tags was opened at the Court- - house Monday, on an average of about 120 a day has been received. When the work of building the bicycle paths was first inaugurated enveral years ago, the tags were taken out at the rate of from GOO to 600 a day; one day over 1000 per sons paid their bicycle license. The to tal receipts from this source for the year . was $12,000. The year following only 95000 was received. Under the law which went Into effect Jast year, a still less amount was taken in. The Idea of the new law is that thoge who dance should, pay . the fiddler." Those who pay for constructing and keeping paths in repair by paying an annual, wheel- .tax. of. & are. entitled to ride on any path In the city, Those who are caught using the paths without license are guilty of breaking the law. end their bicycles may be seised. - : There Is a general revival of Portland Wheelmen, especially among the racers, a number of whom are getting In con dltton again; T. Inglefleld, Bay Camp belt and "Keg" Barrell, who will ride Rambler wheels this year, nave com menced preliminary training. They go ' out for a spurt whenever the weather will permit, and find the bicycle tracks fairly good tor fast work. Jess Hess Is also to be seen out with his racing bike, and is promising to put tip Some fast spinning the coming sea on. " - The one thing most needed by the bi cycle riders of Portland Just now Is a system of connecting paths. There are numbers of good paths radiating from the outskirts of the city, but there is no way. of reaching them except by using the streets and sidewalks, which iff often uphin work. It nas bean suggested to the City Council that the wheelmen be allowed to use the outside of certain sidewalks for bicycle paths to connect .with the main ones in the suburbs. The wheelmen's association Is willing to bear the expense of the construction and maintenance. - It Is understood that srr era! members of the Council are in fa vor of the scheme. , - Among the several ) Improvements' de sired by the wheelmen's association this year ia a path from the Intersection of Twenty-second . and , Everett streets, down Twenty-second, and along iilalelgh street to the intersection, with' the St Helens road path, or the Ltnnton path. At present this portion of the city Is not accessible. .. The Linnton path is but' of repair. There is also need of a path out Hawthorn avenue to Ladd's ' Field. , SALEM SHORT STOPS. BALEM.'April 13.
