Stamp« U»ed as F ra c tio n a l C urrency The clever ad ap tatio n o4 postage stam p s during the Civil w ar was responsible for the Introduction of fractio n al cu rrency, according to collectors who study both philatelic and n u m ism atic records. B ecause so m an y people hoarded the m etal coins (both silver and copper) during the conflict of 1801- 1865, sm all cu rren cy was p ractically d rain ed from circulation. In order to m ak e change for hills tendered in p ay m en t for purch ases postago stam p s w ere forced into service. V arious concerns produced littlo bras« cases into which postage stam p s w ere placed. O ther people m erely pasted unused specim ens on pieces of ca rd b o ard and used them instead of m oney. One such card , com ing to th© a t tention of a banknote designer, in spired him to propose fractio n al pa p er money. He used th a t card os a m odel, copying th e lapped stam p s and adding only suitable inscrip tions and trim m ings. The original e n g ra v e r's design shows that ho even left tlx? words “ U. S. P o sta g e" on each of the stam p designs. A pencil correction, however, indicates th a t tho T reas ury official who approved the idea elim inated the " p o sta g e ." The re st of the design was left in tact and p ap er bills w ere issued with a face value of 25 and 50 oents. On them w ere reproductions of post ago stam p d esigns: tho 25-cent bill had brown JefTersona, while the 50- oent hod as m any green W ashing tons.
