Up to the present time the debates in the French Cham ber have centered less on the question of franchise or no franchise than on whether tc give women complete political rights at the outset, or merel" a vote in local affairs. All the old arguments, long familiar in this country, arr being used for and aga;rst suffrage in France. One edit or openly opposes it, because the lowering birthrate pre sents a serious problem, and he thinks that women who vote for some mysterious rea son probably will not do the;r share toward repopulanj France. He has yet to learn that the modern woman vants the ballot so that she may the more safely have ch'.'dren, being sure of a voice in their future.
