WOMAN SUFFRAGE
FRANCE
IN the Kind of Hedjaz. Tbey
After the war settlements
are all decided, one cf the
problems next to be consider
ed in France is woman suf
frage.
Up to the present time the
debates in the French Cham
ber have centered less on the
question of franchise or no
franchise than on whether tc
give women complete political
rights at the outset, or merel"
a vote in local affairs.
All the old arguments, long
familiar in this country, arr
being used for and aga;rst
suffrage in France. One edit
or openly opposes it, because
the lowering birthrate pre
sents a serious problem, and
he thinks that women who
vote for some mysterious rea
son probably will not do the;r
share toward repopulanj
France. He has yet to learn
that the modern woman
vants the ballot so that she
may the more safely have
ch'.'dren, being sure of a voice
in their future.
The French woman Jong
has been keenly interested in
politics, and has possessed un
questionable influence in
elections and the determina
tion of policies; but for he; to
Cume out openly into the vor
e:' arena, her ballot in her
hand, will mark a raHicp!
change in French political i

the vote in favor of suffrage
by the French chamber of
. deputies yesterday.
If the French woman ap
plies the same wit and capa
include, too, the skull of th
Sultan Okawa of German
East Africa, which is to be
handed to the British gov
ernment and which will then
return to the tribe it belongs
to.
Tl rre are also certain pa
pers taken from France in
1870, the character of which
is not revealed, but which
must have considerable his
torical or antiquarian value.
And last but not least, there
are the astronomical instru

struments of their kind in'the
world, which since they left
China have stood as orna
ments on the front lawn of
the Kaiser's palace at Pots
dam.
Thus Germanv finds hor.
self tc disgorge the products
o; petty thieving almost f.r

cantic loot in the present war.
The German SDirit is revealeJ
as predatory from the veiy
bceinntns? of the E.-nnire and
just as ready to steal a skull
or a book as a province or a
kingdom.
A kingdom may be re
turned with a grand flourish.
But with what race can pet
ty theft be made good?
