ESTABLISHED IN 1 8 6 f ;TCESDAY ," AUGIST 1J. 1918 1- ' MEN FOR THE ARMY The draft problem now before con greas is simple. More men are needed 'for the army, when the present se lective service law was enacted it was i " ' thought that 2,000,000 or 3,000,000 would suffice for our share of the al lied military burden. On that basis the law was adequate. ' X- f.' already have nearly 3,000,000 . men under arms, at borne and aDroaa but that is not enough. Our govern ment is now planning, quite properly. for an army of 5,000,000 men. It may prove necessary to raise mora than that. We cannot get anv - auch number from Class One of the H selective service lists as constituted ' at present, covering ages from 21 to 31. It is evident that, unless we ar ts take men from the other classes, we 'must extend the service age limits. To draft men from any but the first - and moat eligible class of recruit. would mean to take the heads of fam ' tliea, fathers and brothers and sons of ' persons dependent on them for sup " port or personal care. It would mean "" also the taking of skilled men employ. ed m essential industries, and of men below the desired standard of phys- Ique or mentality. We do not want ' 0 to do any of these things. It is clear ly better to incorporate more ellgibles in Class One by admitting younger ' and older men. ' " '"rThe age limit recommended by the war department, 18 to 45, may appear extreme. ' At their extremities thev " ate little more than nominal. It is not r ' Hkeiy that we shall send our 18-year- olds to the firing line, although Eng. ' r' land.'harder pressed, has used boys v!of'18H' to repel this year's German offensive." As for boys of 19 and 20, ' military experts are practically un--animous in regarding them as the "very Best of army material. More over, they can most easily be spared '-'from their families and communities. ; It should not be forgotten, in this con- nection, that our northern armies in ' - vhe Civil War were made up almost ! ' entirely of boys under 21. - A considerable number of eligible! ' could be obtained in the older classes ' up to 35 Tlu war department in practice will hardly want to go be yond that limit for army material, ex- '"" cept in special cases. - i-r .- n will be valuable, however, to give the government military authoritv ' over all our men of middle life up to ' "' 45, because it will facilitate our eco nomie war organization. Our entire t ilT Vuti4 an A a Kla-Tn InAnA man. BUICWU.CU I.I.U Bii-umiHil ....... hood, tip to that limit, can then be put on a war basis, and any man who happens now to be misplaced in the general scheme can be put where his ' ' ' particular ability will count most for . his country and himself. " CASUALTY COMPARISONS - r i . ' When contemplating our casualtv ' lists, just remember that British cas ualties for the month of July, when there was not supposed to be much fighting on the British front, amount ed to 7,291. The month before they were 141,14 V. ' At the height of our military activ. ity so far, we have not begun to ap proximate the normal British and French losses. "Every casualty case is a matter for sympathy and serious appreciation on the "part of the people at home; but any excessive concern over the lists now coming in would seem a shame. ful thing, when we considerer what our allies have suffered so long and are still suffering. Second and Lyon Sta. 2B Back of the Firing Line Modern war conditions demand that our armies must have behind them na tional solidarity, the coordination of all the vast activities and an indus trial army many times greater than the Nation's fighting forces. The Nation's capital is linked with all these varied activities by the toll and long distance lines of the BeH System. Thousands of miles of special wire systems have been turned over to the Government for its exclusive use. Switchboards in the Government departments at Washington have been enlarged and new ones installed. Right of way ia given to Govern ment business over all commercial lines, so that the Government chiefs may keep in constant touch with every phase of the Nation's great task and direct its progress intelligently and effectively. In organizing the military activities of the country, the Government has had the effective cooperation of the. Bell Telephone System, which even In peace times reached 70,000 communities and now extends to the head quarters of every Army Department and Naval District in the United States.
