DEATH AND BIRTH General Spkhomliuoit, former Rus sian minister oi war, ending Jhis career philosophically as a prisoner in the grim fortress of St. Peter and St. Paul, at Pctrograd, is doleful at the way things are going. He doesn't see any hope anywhere. Spkhomlinotf is a confirmed royal ist, a czarist. He Is convinced that czarism, with all its glories, is gone for good. "It hasn't a chance oi re vival," he says sadly. And then he breaks into a mournful melody : "TJje wheje iworld is perishing. Mankind and culture arc being de stroyed. Where will it end?" Well, nobody knows just exactly where it will end. But most of us refuse to get into the dumps about it. For in the very thing that grieves Sukhomlinofl most, wc find particular cause of rejoicing. 1 Czarism. with all if works, i real ly gone forever. Gone is the ridicu lous "divine right" of kings, gone are all the trappings and lies of autocracy. gone is the blind obedience that bol stered it. gone is the tyranny it w ought and the brutal force by w.hich it workiea. Men are being made free, given an equal dunce in the game of life. Democracy, alter all the- centuries of striving, is on the road to realization for all races and nations that have evolved far enough to grap its possibilities. The world has had a new birth oi freedom we might say, its first birth oi real 'freedom. Th very spirit of thc time is freeing men's souls. Their bodies and their goods will be freed, for their own use, enjoyment ano I rogress in God's ow n good time, which is not far off. .o, the whole world is not perish ing. There is deplorable slaughter and destruction on every hand. Bill that is only the dark side oi this war cloud. The other side is origin with hope. For everything lost there is a corresponding gain. Out of the ruins comes a new life, such as man kind has never known. We are to day in the midst of one of the Diightiest movements of history, a vast renaissance, in which old things are being made new for the profit of a race that has not yet reached its prime. Mankind is not being destroyed, hut is being refined by fire and nude ready for the new age. Culture is not being destroyed, unless by cul ture we mean the selfiUi and unsocial sort typified by Russian autocra.-v We are merely passing into a broader, freer, more liberal and humane cul ture, the culture of democracy, in 'hich all men and wonren may share. Now the icemen say ice is going to be dearer next summer, because there's so much of it. We? supposed the old law of supply and demand had been abolished, not reversed. Senator Bois Penrose w ants to play politics with war legislation in order to win party success next fall. That of course is just like Penrose who. like Stone, on the democratic siile. represents the old-line partisan ele ment who subscribe to the doctrine that party success is the acme of suc cessful statesmanship. This type oi men would use the political party, not as a means to end which would redound to the nation's welfare, hut for personal advancement and glori fication.
