URKAINE PROVINCE DEMANDS INDEPENDENCE Bolshevki Prepare 'Rump Con- ventionto Replace Assembly; Allies Recognize Revolters. STOCKHOLM, Dec. 21. (U. P.) It is learned that the Bolsheviki are preparing a "rump convention to replace the constitutional assembly where they are in the minority. It s said they might not even appeir at the assembly, owing to their min ority. The government is reported to be iscussing anew the question of dis solving the whole assembly. I'ETROGRAD, Dec. 21. (U. P.) Ukrane province formally reject ed the Bolsheviki ultimatum not to aid the Cossacks, and demanded full recognition of the Ckrane's independ ence. Both sides are massing for battle. Proposals for a cessation of the Civil War. but emphatically demand ing that the Bolsheviki do not inter fere in the affairs of the Don re gion, that a new national government be immediately formed, were made ia communications from Kaledine, the Cossack leader. ',:..:' It is authoritatively stated that Nicholas and his family will be per mitted to seek a haven outside of Russia, in a decree to be issued Thursday granting the imperial fam ily", request to go abroad. This Bolsheviki action is due to the in sistence of the Germans in the arm istice negotiations. LONDON. Dec. 21. Exchange Pe trograd dispatches say it is unoffic ially reported that the Germans re fused the Russian peace terms. The Bolsheviki delegation has been re called to Pctrograd. The elimina tion of iiijiting for a month is still effective. If the report is trite it is believed the Germans refused to afree, in the consciousness of thenr strength to exhort enormous concessions from the Russians. FORTY-THREE KILLED IN TRAIN WRECK SHEPERDSVILLE, Ky, Dec. 21. tlT. P.) Forty-three were killed and 70 injured a a result of a Lous-ville-Nashville ipassengejr colliding with an acommodation train near here last night. The injured were taken to Louisville on specials.
