The most suitable one was found h.'.lf under water at Kings ton, Jamaica. It was called Fort Au gusta. To pump out the water, drain the laud, kill the mosquitoes and fill in cost $100,000. But this was only the beginning. The story made it necessary that a Moorish city should be built behind this fort. In this city must be a real palace, an actual slave market, stores of all kinds and everything else that one sees in an old Moorish city. Moreover, these stores must be fuli of goods, cloth, pottery, baskets, pro visions, etc., the streets must be full of people and all the people must be black and have Oriental costumes. Such city was built, so that when a stranger entered the harbor of Kings ton, Jamaica, in February of this year this new movie city was more in evi dence that was old Kingston itself. To build this city is said to have cost between $.100,000 and $400,000. But the building of the city was on ly a part of the expense. As I have said, it must be populated, and all of the inhabitants had to be hired at from 50 cents a day upward. The day 'I was there 750 actors were perform ing. For the day on which I left Ja maica over 3,000 were engaged and some days the number ran up to 5, 000, all of whom must be provided with costumes and many with helmets, spears or bows and armor. For one icene in one day Mr. Bren on wanted the use of ten camels for about five , minutes. Arrangements were made with the manager of a cir cus in New York for ten camels to be scut at a cost of $200. a day total cost $7,000. When you sec this play on the screen these camels will show for just ten seconds cost $700 a sec ond for the camels alone I And yet this great Moorish city, costing half a million dollars, is only one scene of the story. A little gnome city was also constructed at St. Ann's Bay, for another scene in which 500 little children performed as fairies. Other scenes have been taken under water in the harbor of : Kingston with twenty famous swimmers from New York dressed as mermaids. Miss Kcllcrmnnn, the star of the story, 'was even taken up in the forests of Jamaica and with her hands tied al lowed to float down a rapid stream and over a natural precipice. : ' Actually no expense has been spar ed. Anything wanted has been secur ed, whatever the cost. For one scene Is Clean Cut In Ms Position on Important Issues Before the People. Having been chosen at the recent primary election to be one of the three democratic standard bearers to make the race for the legislature at the . coming election in November, 1 deem it but fair to the voters of Linn county that they be permitted to know by position on the more im portant issues which I intend to dis cuss during this campaign. As for the nominal differences be tween the democratic and republican parties, there is not one at present that is vital. The tariff, the only legit imate partisan issue is bcii:g recom mended by both parties to be left to a tariff commission. There is no par tisan question ill Mexico. There is no partisan question in preparedness. There s no partisan question in the Philippines, the shipping bill nor rur al credits. The fact is that both the great parties arc going through a period of readjustment and, today, there is more dispute between repub licans and republicans and democrats and 'democrats, than between demo crats and republicans. Partisan questions have been eli minated from our state legislature since the inauguration of the system of electing United States senators by direct vote of the people. Our legis lative body,' as a consquence, has been converted into an organization to make and unmake laws and to transact the business of the state. I shall, therefore, discuss only such measures as arc related to state, coun ty and municipal affairs. Too many laws and too much un necessary inspection involving fees, commissions and salaries, are com bining to burden the taxpayer and to discourage the bringing into the state of new capital and new indus tries. This unfortunate condition is a hundred boats were wanted and all Jamaica was scoured to secure them. Each boat had to have an oriental sail. so a hundred sails were made, all dyed a dark red to harmonize with the landscape. And these boats appear on the scene for just eight seconds! DR. In certain leading branches of busi ness, such as in steel, textiles and lea ther, new domestic ' demands have slackened perceptibly and prices are easier. Yet this is the normal period for a lull in the lines affected, and there is now all the more reason for it because of the previous extraordi nary activity. Requirements in many instances are covered far ahead and buyers are naturally disposed to pro ceed more slowly, while signs multi ply that the element of cost is no longer a matter of secondary consid eration with consumers. -The fact re mains, however, that, in the aggre gate, transactions are greater than in any other year and the problem of manufacturers is not one of securing new orders, but of finding sufficient men and materials with which to do all the work there is to be done. The labor situation is less disturbing, yet here is much complaint of the short age of skilled hands and production in some industries is hampered at a time when deliveries are backward. largely due to the fact that we have been too lax in electing the right kind of men to our legislature. True, the small salary is no inducement for a man of even average business ability to seek such a position, and it is only an unselfish interest in the welfare of the state that such men permit the sacrifice of their time' and money. These burdensome laws are being felt, not only in the state as a whole. but in our counties and municipalities as well. For instance, one hotel man in this state furnished a list of in spectors who made inspections of various departments in his hotel as follows: v . Building inspector Electric inspector Sidewalk inspector Water inspector Sanitary inspector Game inspector Milk inspector Labor inspector Welfare inspector License inspector Dance Hall inspector This list does not include repre sentatives of the national govern ment, the sheriff, police nor fire de partments. I favor the abolishment of the law permitting school text books" to be changed every six years. I believe that the law authorizing school supervisors in each county should be amended so that the county could decide by majority vote wheth er it desires a supervisor or not. The principal objection to our di rect primary law is that it does not provide for representation in sparse Iv settled districts as against the more densely populated sections. To over come this objectionable feature, I favor dividing the county in three districts for the purpose of nominat ing county commissioners and also representatives to the legislature. This would be for nominating pur poses only, as the elective power could not be changed without an amendment to our state constitution. By this means each section of the county would have a representative in both our county and state affairs. I am opposed to any change in the location of our state university, as the cost would be too great to jus tify any advantage that might be gained by such move. I do not favor the establishment of any additional courts to handle the judicial business of the state at the expense of the taxpayers.
