KEEP OFF BELLIGERENT SHIPS The United States government some time ago suggested to all the European belligerents that merchant ships be disarmed as a measure ot protection to non-combatant passen gers, on the theory thJt such arma ment as is carried, ostensibly as a means of defense, is more of menace than an insurance of the passengers" safety. The entente allies arc not dis- posed to accept the United States' suggestion and are with'n their rights under international law in their re fusal. But the notificatioin of Germany and 'Austria that they hereafter will regard armed .merchantmen of bellig- , erent powers . as warsii'ps, which brings about a situation that is charg ed with danger. There is ail the chance in the world for anoth r Lusitania case in such a prospect, in spite of repeated assurances to. this govern ment by the German authorities that . liners will not be attacked without varning notwithstanding ihc new pol icy. It is not impossible that another ' Lusitania disaster would' be welcomed by the entente allies as a meruis of bringing about a final break between , Germany and t!'C United States. It is even possible that this consideration ". has had something to c'o with the re fusal of the entente powers to disarm their merchantmen. In view of the revelation that Brit ish merchant vessels have been . de finitely instructed not only to defend . themselves with their armament if attacked, but to seek the destruction ' of enemy submarines, there is ju tice and reason in the determination . . 'of Germany to treat such vessels here after as ships of war. The sole claim of a 'merchant vessel to immunity from the risks of r-nr is its helpless ness. When a peaceful vessel of com1 mcrce . trr-nsforms itself into an in strument of destruction, its claim for immunity would seem to be relin quished. This is the argument based in the case. It is certainly the proper thing for American citizens, in view of the ex treme risks involved in sea tvr.vcl un der the new order of things, to re frain to the utmost possibility .from placing their own lives and their coun,- try's peace in jeopardy. The best place on earth for Americans during this war is at home, but if they must trav el on the high seas they should por patriotic reasons as well as consid eration of their own safety, board ships only of neutral powers. In view of the situation that has developed . and the warning given, public senti ment in the United States will not up hold Americans who deliberately jeo pardize their safety and their coun try's interests by taking passage on 'belligcrnt ships when vessels of neu ral nations are available. GREAT PROSPERITY. "I wish every pessimist in Oregon would take a trip to New York and other Eastern cities at this time and they would be thoroughly convinced that prosperity is rapidly enveloping the country." 1 This is the declaratioin of James A. ' Beckett, of K. S. Ervin & Co., who has just returned from a five weeks' Visit in New York City, says the Ore gonian. i .. "The extravagance of New York is amazing," he said. "All of the lead ing hotels are over-crowded and each ' day they obtain lists of unoccupied rooms in smaller hotels, so as to ac commodate the overflow. So it is with the theatres, grand operas, restau rants, cafes and every place of amuse ment. All are doing wonderful busi ness. I can cite similar examples of . remarkable increase in the sale of dia monds and jewelry and the flourishing . condition of the retail and wholesale florists, gownmakers and tailors, line; of endeavor which are not at all thriv ing when times are even doubtful." Mr. Beckett declares that although the European war started the present trade prosperity, it is not altogether responsible for it. "Confidence, has had more to do with it than anything else, for confi dence is the root of all prosperity," he said. As another proof that times and 'conditions have improved he cited the fact that although another presiden tial campaign is near, purse strings are not being tightened nor business ventures or expansions held in abey ance. MISFITS An old lady residing here has about concluded that this is a selfish old world. In the old days of horse and buggy a man who would pass an old lady without asking her to ride would have been considered a big porker. It is to be hoped some modern in ventions do not shrivel up the human heart. A big thing in character is unselfish ness. " A good sign of spring is the demand -Tor wall paper. Gardening is already getting old. Good weather often breeds the op posite extreme, which may mean some more unpleasantness. But sufficient for the day is the weather thereof.
