Unless an exact record of births is kept it is impossible to comply with labor laws in all cases, or where definite data is desired. In cases involving the col lection of hie insurance money public records of both birth and death will, make the settlements easier. With deaths the system insures the irnmpt return of death certificates which will prevent the spread of many diseases. In many cases deaths are I preventable if the facts are known by 1 the authorities in time. Where the disease is contagious if the death is reported within the required 72 hours, its spread can lie stopped by the offi cials taking immediate preventive measures. In speaking of the new law. Dr. Ho berg said: "Farmers emphasize the importance of stock registration and pedigrees. A good farmer will not iiuy a row, bull, sheep or awtne that is not registered and has no certificate to show that it is of good strain and a desirable animal. Children have been neglected. We will now have thr same system for children as we have for an imals.
