, Arttln democrat, " WASHINGTON LETTEK. Frum car re-fjlar CormpODdent. Wsthisg'.oa, Oct. 1, iS3. Not since the memorable filter I'.elrtte began in the senate has the outlook fur pacing a financial mearare that ill re ceive the vote of every democratic senator been as bright as it is at thii writing. The failure of the attempt to compel the senate to vote by holJing a continuous sessicn, which was a foregone conc'mion. has con vinced those democratic senatenwto a:e pledged to do their bet to secure the p as uge of the Yoorhees bill that unconditional repeal is under present circumstance an impossibility and they are for the first time taking part in conferences held for the purpose of reaching an agreement upon a compromise that can be pased as a dis tinctively democratic measure, and there are the lest cf reasons for the prediction thit suh measure will this wee. be passed It flie senate. FresiJent C'eve'and is njt takin? any part In these conferences. He is stilt Snu in lis be'ief that uncondi'ional repeal is the best thing, but he will not veto any compromise which m:ets the approval cf the democrats in the senate and boav. as any compromise will nxessari'y include the vicious purchasing clause of the Sherman Jaw. and probably the authority for an issue of bonds to strengthen ti-e gold re serve. The indica'ious are that it will also include the repeal of the tax on state bank currency, secre'ary Carlisle U reported to have given his opinion as to n compromise that would be approved by President Cleveland and it includes these proposi tions. Laying aside personal opinions and looking at the matter from a s'rictly political point of view it mast at once be apparent to those familiar with public sentiment in the west and south that it will be much better for the democratic party to errant some recognition to that sentiment in financial legislation than to ignore it Without votes from those sections the party can neither elect a president nor control congress. All of the Ohio republican members of the bouse have been called home to help McK'n'ey, who for some reason has become very much alarmed at the outlook. Demo crats in congress do not forget that Ohio is under ordinary circumstances a republican state, but their private advices are certainly very favorable of late to the democrats. The democrats of the house are setting the democratic senators a good example in keeping together. Notwithstanding the efforts of the republicans to create dissen sion among the house democrats over the Tucker bill for the repeal of the obnoxious federal election laws, that bill w as passed 01 schedule time and it received the votes of every democrat present, as well as those 0! the populists. Tne house then took up t'i McCreary bill amending the Geary Cainese exclusion act, which would have bn passed last week if more members than were expected had not desired to make speeches thereon, causing the taking of a vote to be postponed until this afternoon. The democratic congress has one oppor tunity to bring about a great reform, and at the same time me a very large sum of money, that should not b: neglected. It is a fact well known to all who have ever had any considerable business with the treasury department that there is an unnecessary amount of red tape in it. method of dealing witb accounts involving the expenditure of money. This is not the fault of ind Ividuals but of the absurd system which compels a duplication of all the work done in connec tion with every account which passes through the offices of five out of six auditors ,,of the treasury. To duplicate the work the clerical force is also necessarily duplicated. 1l i mftt . .S innimmt tfi ait. flint thi. 1 r " ""J ...... ..... duplication is a necessary safeguard, be cause tie work of the sixth auditor's office, w'jich bandies all of the postorticj accounts, aid which has long enjoyed the reputation o! being conducted under a thorough busi-' n s system, it is not duplicated, being of itelf a final settlement of the ac:ouc's upon w'jich it passes.
