iil . - v it ,5 1 1 ! aiiit democrat, 1HROIII0 CAMPAIUV L T Neil, the democratic candiJa'.e for governor of Ohio said : We are now reaping the titter (west of republican legislation. The Sherman silver law and the McKinley tariff law underlie the feeling of di'truit and want of confi dence hich at this time pervade finantial circles. These two acta are alone responsi ble for the prevailing stagnation in business and trade, the c'-oslni; of oar mines and fa: torlis, and the general depression in ajrl culture. and a condition of prosperity can only be restored to us, as a people, by our adherence to the democratic faith in the matter of both currency and tar iff refgrm. Public confidence in all cases resti upon public honesty ; public honesty, like public credit, must have for its basil honest money; and to secure the latter the conflicting claims of gold and silver as money must be determined in favor of blmetalism. The greater! foe to the prosperity of the people It McKinleylsm. Sa lonj a the federal system of protective taxation is continued we can have no general and permanent prosj erity in this country. To regain such prosperity we must apply me axe to the root of the evil with earnestness and vigor, and forever destroy the M:Kin l:y method of taxation. The power of the government to levy and collect taxes for its oan support cannot be controverted. It must be conceded by all Bat when the sovereign power of taxation ceases to be used for governmental pur poses and becomes the instrument of pri vate interests to promote private gain it Ii no longer constitutionally exercised and becomes In turn an Instrument of wrong and oppression. -The law which b;ara the name of the .... . , .... republican governor 01 u.i. uo passed by a republican congress and received the signature of a republican president, and which is now declared to be. the successful embodiment of republican principles, pre sented for the first time In the history of our government, naked and undisguised, the question whether taxes shall be imposed for the payment of the expenses and obligations of the goveremer.t or for the purpose of creating and maintaining manufacturing establishments owned, operated and con trolled by private Individuals, private cor. poratlont, trusts and syndicates. The McKinley tariff law took effect on the 6th day of November, 1890. The receipts of the government during the fiscal year which ended on 30th day ofjune, i8yo exceeJcd Its expenditures by nearly 100, 030,000. The people then, Injustice, shonld have been relieved from taxation to the amount of the surplus. The sloiy of "protection for American labor against the pauper labor of England and Europe," which la the latest pretext for the maintenance of the protective sys tem, was conceived in hypocrisy and fraud. It was intended as an appeal to the preju dice! of Ignorant and unthinking people. It has no foundation upon which to rest. It will nut stand the test of honest investiga tion. Such an investigation will show that the Inequalities of wages in the Industries of the same kind in the several states of the union are as many and oftentimes as grea, as like inequalities between some of the states and England, whichis always ae'ected by the protectionist to sustain him In his position. We must remember, too, that continuous employment la at essential to the welfaie of worklngmen at good waget. We cannot have it under tbe McKinley system, which makes the tyrannical will of capital supreme reduces waget and causes strikes and lock outs. Enforced idleness results You know the rest . An agent of the English firm that it ccn. structing the extensive system of drainage canalt near the city of Mexico told an American tcurUt that when they firtt employed native workmen their methods teemed too slow, for they put the earth and rocks In bags, placed the bags on their heads and marched off with them. So the firm ordered a large number of wheelbar rows. The natives filled the bairows with earth and put them upon their heads, too. It was of no use they had been doing business that way for too many centuries. Manufactured gold It worth $1 a penny weight, ar.d any value In excess of thit represents workmanship. Th gross deposits in American bankt re quI to about 60 per cent of all the go'd coin In the world. The actual value of the coal and naptha used iq manufacturing 1000 cubic feet o' gts Is 14 cents. More people are going out from New Yora to Euroj than are now coming in. This result is due to greater restrictions on the steerage immigrants and this has made the steamship companits much more care ful than they were a year ago, whooi they allow to take passage. We g:t fewer in number but of better quality, more intel ligent and most of them having tome money. Tbe emigration to Europe it not the usual tumroer crowd of fashionable tourists, but workmen of foreign birth who were unable to get work and are returning to Europe where living costs them less than here. This tort of emigration goes on every fall along the border with Canada, men coming here to work through the summer and returning to the woods of Canada to work at lumbering tnrougli .he winter.
