(From our rwular con-Mponilent,) Washington, June 32, 1S91 The terrible effects of the crime of "check-kiting" by private individuals should have been sufficient to have pre vented the treasurer of the United States from engaging In the reprehensible prao tice, but they were not, For two dayi there were checks outstanding against the treasury amounting to nearly one mUllo dollars more than the amount of cas available to pay them therein. Thus the much-denied deficit made Its debut, some people believe that Secretary Foster, by directing these checks to be Issued when he knew that there ere no available funds In the treasury to meet them, so far ex ceeded his authority as to lay himself I la ble to Impeachment. It would be no est cuse to say that he expected the money to pay them to be In the treasury before they were presented for payment that's the excuse of all the "check kiters." Let the fact be remembered that republicans high and low, big and little, have persisted In saying that there would be no deficit, and that for two days there was a deficit, one day amounting to $7S7,toS, and the next to a little less. It is not surprising that Secretary Foster was anxious to extend the $50,000,000 of four.and a.half percent bonds which will mature next September. It seems to have simply been a question of default or extension, and Mr Foster chose the lesser evils. Mr Blaine lias already committed himself officially ns being of the opinion ' that the company is entitled to damages, but it remains to be' seen whether he wilt be willing to approve a claim of such magnitude as Elklns has had the nerve to present. It has been stated here that Mr Cleve land's favorite candidate for speaker of the house Is Representative McMillian, of Tennessee, It had been previously sup posed that If Cleveland had a choice It was Representative Mills. Representative W L Wilson, of Wet Viginta, who is one of the "dark horse'' candidates for speaker, has joined the ed itorial fraternity. He is to edit the tariff reform department of the St Louis frjix lie. Ills editing is to be done from Wash ngton, and he is to receive a salary of $4, 000 a year. The National Democrat, which started out under such flattering auspices, has been compelled by mismanagement on the part of Its editor and publlsher,tu suspend pub lication, with a bona-fiJe subscription list of more than 25,000. Senator Kenna Is In town, lie says he has been recently devoting his time to his private business, and that he doesn't know anything of Interest, politically speak ing. Mr Harrison will come over from Cape May Point to preside over a cabinet meet ing Friday, which is to decide how much Interest shall be paid on the bonds that are to be extended and several other more or less important questions, but Mr Harrison probably looks forward with more interest to the report of the true inwardness of tilings In Ohio, which Secretary Foster, who li now there, is expecting to bring, than lie docs to any official business. The Harrison men are looking crosi-eycd ot the McKinlcy boom, nud unless McKlnley makes a bargain with Foster to stand aside in 1S9j.It he sliou'd be elected governor this year, he will get no administration support. Bat there is reason to believe that lie will make the bargain. The New York Vtorld Is right. . Booms for the democratic presidential candidates are premature. Let us see how New York, Ohio, Iowa and Massachusetts vote this fall, Somebody may be eliminated and somebody alse mav become a great factor as the outcome of this year's cam paign. The British Museum has secured from Thibet a copy of the Jangvm, a monster cyclopedia of Thibetan Buddhism. It com prises 225 volumes, each of which Is two feet long and six Inches thick.
