Newspaper Page TextSrttiu'Scmocrai i : l'OSTALPKOGliESSi, To realize the enormous progress of the postal service of the UnlteJ State one needs to consult history to Icatn that the present system o postal service originated In 1794, with Samuel Osgood at the first Postmaster-General. At that time there was not a daily mall. There were but 100 poitoffices, and but 2000 miles of mall routes. The first year of the postal service ine gross receipts were $50,000. At that time the cheapest postage was six cents for each letter, one cent for a distance not ex ceeding thirty miles. The rate of postage for 100 miles distance was 13 'j cents per letter, and for all distances over 440 miles the rate was twenty-five cents per letter. in 1037 ine gross receipts of the I nltrd states postal service had risen to $5,000, 000, while In 1S90 the gross receipts ag- gregaled $61,000,000. In 1S90 the mail routes travelled daily In this service equalled a distance forty-one times the circuit of the globe. Eight thousand letters are dropped Into the mail boxes every minute In the day. and 150,000 people are employed in the service, both in the post offices and on the post routes. The amount of business which any par ticular oflice reports during the year Is a true Index of the business of that commu nity. The New York returns S:.mn nnn per annum for the gross receipts of Its one postomce, Chicago returns upwards of $3- 000,000, Philadelphia and Boston upwards of $2,000,000 each, St Louis upwards, of :! ,000,000, Cincinnati! $Soo,ooo, Brooklvn and ban rrancisco each about $700,000 and Baltimore $600,000. No office in the Lnlted States does so large a business in comparison w ith the population as Bcston. Thus the gross receipts of Boston being upwards of $:,ooo,ooo,show ed an average of $4.50 for each member of the "commu nity, New York shows $3.30 per head Hv'eraee. Clilcaeo St.io. Si Louis Sj.Sa. Philadelphia $2 20, Son Francisco 82, Bal timore $i.5o,uincinnttl $2.50 and Brook lyn but seventy-cents per head of popula tion. The Boston rostoffice shows a re. markable business, so far as gross receipts and profits are concerned. Uncle Sam makes a net profit out of the Boston post office of nearly $1,225,000 per annum, the gross receipts being $2,070,214, and ex penses $847,629. The business of these great postoffices approximates more nearly to a great ex press company than to anything else. It is a huge business, which requires a bust ness administration, and those postoffices are most successfully managed which are conducted by the highest administrative ability. It Is surprising, when the amount 01 business Is taken Into consideration.how few mistakes there are in proportion to the number of letters handled. It is a fact that by lar the largest percentage of errors in delivery at our Urge postoffices are caused by carelessness in directing letters by those who address them. It pays to be a heretic these da s. According to several private communi cations received at Washington City from the south, Senator Gorman is receiving a good deal of valuable information In the course of his tour. He has discovered that he is very popular himself because of his masterly management of the fUiht against tne force bill, but he has also dis covered that the men at the "forks of the creek" and at the "cross roads," who pile up democratic majorities on election day, are almost solidly in favor of Cleveland for president. Of course, no one thinks Mr Gorman made the tot'r of the south at this time to create a presidential boom for himself; but his friend, Barnes Complon, who accompanies him, according to re pert has written a letter to a friend Washington, in which he complained thai the people of the south were not as appre ciative of Sir Gorman as they ought to be, The meaning of this is plain . The nconlc of the south arc In favor of tariff rcfeim and in favor Cleveland, and while they .appreciate Jlr Gorman's services, as all oilier democrats do, they are not yet in clined to accept dictatorship or to surrend er their right to think and act for them selves at the Khest of a successful leader of a memorable political contest.
