Among bills introduced that attract attention were the following: I!y Tracy, punish ing profanity : by Armstrong, providing for t lie publication of county court pro ceedings; ny Manning, lor flow lor district fair at McMinnvillc ; by Mvers, incorporating Scio; by Crosno, authoriz ing a bridge at Corvnllis; by Farley, al lowing recorders to record mining papers, now done by tho county clerk. A spec ial committee on wagon roads was ap pointed in the house. It will have its hands full. A resolution by Holmes asks for a constitutional convention. A joint resolution favors government assis tance for the Nicaragua canal. The vote for U S senator resulted as follows: J II Mitchell, ir house, 41, in senate, 22; Harney CJoldsmitli, in house, 11), ill senate, (i. Salem, Jan 20th, 1891. There nre wagon road bills calling in the aggregate for $178,000. These bills are predicated 111 a measure upon the live per cent fund arising from the net proceeds ot the sales 01 the public lands lying within the state, to w hich this state was entitled on her admission into the union. This five centum is paid to the state for the purpose of making pub lic roads and internal improvements. At the adoption of the constitution of Oregon a provision was inserted that this five per centum from the sales of public lands should, with the five hundred thou sand acres given for internal improve ments be turned over to the common school fund if Congreai Vould assent to it. Evidently it was the intention to have Congress consent to this proposi tion. But our representatives in Con gress never looked so far ahead. In Feb., 1871, a joint resolution passed Congress assenting to the application of the five hundred thousand acres of land granted to Oregon 'or internal improvements, to the support of common schools, as pro vided 111 Se i. 2, Art. 8, of the constitu tion of OrfOL The proposition was divided, and it seems Congress never as sented to a division 01 the live per cen tum. From this fund as far aa it would go wagon road warrants have been paid for years tiie records show. The fund is not n large one, but by no means ade quate to meet the present demand for money to build roads, micro, is the money coming from? Solvent counties should ih more to make sunstantial roads than they do. There is a very general disposition to increase the salaries of officers and to make salaries where there were none be fore. Salaries of many County Itidges win uo raised, also salaries oi County Treasurers, and a per diem will be given to County Commissioners. The latter have served for years without pay prac tically. It is time they were paid a suit able per diem. Some will nlace it nt li dollars per day. Work in the two houses is being farmed out : soon it will indicate the full measure of its objects and purposes. If an appropriation is made of $2)0,000 for tho World's Fair, $178,000 for wagon roads, with other special appropriations amounting to a half more, the state will have to take in wishing. Occasional. Twenty-one of these haTe, by Btrong resolutions, at their late sessions, declared .Bishops Bowman and Kslier in full authority, hence these twenty-one conferences recognize the conference presided over by Bishop Thos tsowninn, in Albany, on May imu, lsuu, as the legal Oregon conference of the Evangelical association. And now be cause throe conferences, and a few indi viduals in some of the other conferences are in rebellion against the church, it does not follow that the church, or the other 21 conferences, are a faction, no more so than the United States of Amer ica could have been called a faction be cause some of tne states rebelled against Liie union. We hereby beg the associate press to take notice of thse facts.
