Salem, Jan. 20. The Hodnvillo bill
was placed on its second reading. Among
bills introduced that attract attention
were the following: I!y Tracy, punish
ing profanity : by Armstrong, providing
for t lie publication of county court pro
ceedings; ny Manning, lor flow lor
district fair at McMinnvillc ; by Mvers,
incorporating Scio; by Crosno, authoriz
ing a bridge at Corvnllis; by Farley, al
lowing recorders to record mining papers,
now done by tho county clerk. A spec
ial committee on wagon roads was ap
pointed in the house. It will have its
hands full. A resolution by Holmes
asks for a constitutional convention. A
joint resolution favors government assis
tance for the Nicaragua canal.
The vote for U S senator resulted as
follows: J II Mitchell, ir house, 41, in
senate, 22; Harney CJoldsmitli, in house,

Salem, Jan 20th, 1891.
Ioth houses have adjourned to attend
the funeral at Oregon City of Senator
F.aatham. lie was not able to take hia
seat, the oath of office was administered
to billion bis sick bed. MrKastbam
was a very valuable rm.n to the commun
ity where he lived, and to the state, and
his death is no doubt the result of over
work. There nre wagon road bills calling in
the aggregate for $178,000. These bills
are predicated 111 a measure upon the
live per cent fund arising from the net
proceeds ot the sales 01 the public lands
lying within the state, to w hich this
state was entitled on her admission into
the union. This five centum is paid to
the state for the purpose of making pub
lic roads and internal improvements.
At the adoption of the constitution of
Oregon a provision was inserted that this
five per centum from the sales of public
lands should, with the five hundred thou
sand acres given for internal improve
ments be turned over to the common
school fund if Congreai Vould assent to
it. Evidently it was the intention to
have Congress consent to this proposi
tion. But our representatives in Con
gress never looked so far ahead. In Feb.,
1871, a joint resolution passed Congress
assenting to the application of the five
hundred thousand acres of land granted
to Oregon 'or internal improvements, to
the support of common schools, as pro
vided 111 Se i. 2, Art. 8, of the constitu
tion of OrfOL The proposition was
divided, and it seems Congress never as
sented to a division 01 the live per cen
tum. From this fund as far aa it would
go wagon road warrants have been paid
for years tiie records show. The fund is
not n large one, but by no means ade
quate to meet the present demand for
money to build roads, micro, is the
money coming from? Solvent counties
should ih more to make sunstantial
roads than they do.
There is a very general disposition to
increase the salaries of officers and to
make salaries where there were none be
fore. Salaries of many County Itidges
win uo raised, also salaries oi County
Treasurers, and a per diem will be given
to County Commissioners. The latter
have served for years without pay prac
tically. It is time they were paid a suit
able per diem. Some will nlace it nt li
dollars per day.
Work in the two houses is being
farmed out : soon it will indicate the full
measure of its objects and purposes.
Hills fly into the readers hand like fallen
leaves in a storm, and in the wind up,
like everything else, few w ill be chosen.
If an appropriation is made of $2)0,000
for tho World's Fair, $178,000 for wagon
roads, with other special appropriations
amounting to a half more, the state will
have to take in wishing.

The word "hobo" as used In Ureoon for
a bad character, is said to be derived from
the Indian word llobomoco," a bad or
evil genius. In other states It Is used as a
lenn ot Ueilslon, hud lias possibly a dif
ferent derivation.
People often judge of the climate and
social standing of a country by their own
prosperity 111 it. It they do well there
is a rosy hue to every sunset and a lily
on every bush. If they fail to make ends
meet there is an umbrageous aspect to
tilings. That is human nature, and it
nits all 01 us; hut it contains its own
suggestion.
Tho county court of I.a no county has

ing a thorough and complete hint of all

A caae of persistence almost equal to
Robert Ilruce, is reported by the Milton
Fugle, one that will 110 doubt meet with
another failure: For the seventh time
in fourteen years the long-suffering peo
ple ol Eastern Umatilla county ask at the
hands of the state legislature a fair and
equitable separation from theoldcountv
and w ith this end in view have instruct
ed t heir representative, Hon J S Kitchev
to introduce a bill before that honorable
body, and have circulated and signed
petition designating the particular lines
of division which in their judgment
would include a aelf-sustuining county.
All kinds of conventions are being
held 111 balem during the legislature,
Of course it is not intended to influence
that body. If It is desired to get an lni-
portant measure through it is necessary
to have a A'agon road bill. There are so
many that anything can be accomplished
by the lullowing little game:
The State Legislature had lietter hurry
up some of its bills on gun accidents, or
if it has none to invent some at once,
The Telegram says iu a very quiet.every
day manner: "air Uctavius uraice
farmer, living near iavlors station, was
accidentally shot and killed bv his son
Charles, baturday evening at 6 o'clock.
The old gentleman was sitting by the fire
and the son was in an adjoining room
extracting a shell from a gun when the
weapon was dischaiged. Death resulted
from the loss of bloodtthe femoral artery
being severed.
But few people are aware that to send
a remittance to a lottery company is a
misdemeanor, and that the person so
sending is liable toa fine of $200 or a
years imprisonment, or both. Such
however, is declared to be tbe case, and
postmasters are required to report all
such letters. The law, though, is proba
bly violated as much as the Chinese
pheasant law, and it may be surmised
that there will not be many lines paid,
Mr C E Brownell, the grocer,has quite
an artistic window. The groundwork
consists of rice, colfee, etc., properly ar
ranged, in the rear is a log cabin, with
a pig reaching his head out of the door.
In front is a ferocious looking tiger, with
his head turned towards the pig, and ap
proaching in another direction is a bear.
Will the pig die, or will the bear and
tiger fight. The scene is a frontier one,
well depicted.
In another place our cotetnporary is
taken to tusk for the use of th? expression
"Bowman faction of the Evangelical
Church." The Democrat also used the
expretsion. So far as ihe public gener
ally is concerned, the divisions of the
church here are known as the Bowman and
nntl Bowmar. factions, and a newspaper
simply uses public teims. To designate
the followerBof Bowman as the Evangel
ical Church would be taking sides in the
case. In Oregon it is a local matter, and
the factions are probably about evenly
divided.

We Are No Faellun,
The "Morning Daily Herald," in this
morning's issue, speaks of Rev II I Bitt-
ner as presiding elder of the "Bowman
faction of the church."
I'ermit ub to say, Mr Editor, that we
are not the representatives of a faction
out the authorized representatives of the
r.vangencai association ot jsortn Amer
ica. Our entire church consists of 24 an
nuul conferences. Twenty-one of these
haTe, by Btrong resolutions, at their late
sessions, declared .Bishops Bowman and
Kslier in full authority, hence these
twenty-one conferences recognize the
conference presided over by Bishop Thos
tsowninn, in Albany, on May imu, lsuu,
as the legal Oregon conference of the
Evangelical association. And now be
cause throe conferences, and a few indi
viduals in some of the other conferences
are in rebellion against the church, it
does not follow that the church, or the
other 21 conferences, are a faction, no
more so than the United States of Amer
ica could have been called a faction be
cause some of tne states rebelled against
Liie union.
We hereby beg the associate press to
take notice of thse facts. To call us a
faction is a Blur upon the good name of
our church, and we do not wish to be
wilfully maligned. 11 1 Bittner,
I B Fisniiii.
