In his report lie says : It is manilestly wrong to take money from the people for the cancellation of bonds, to the saving of only about 3 per cent, of inter est when it is worth to thim, perhaps, three times as much in their business. It is rather through a reduction of customs receipts and internal taxes that an unnecessary accumula tion of money in the Treasury should be avoid ed. It is be regretted that the Secretary has not the courage to take the bull by the horns and say plainly that the welfare of the great majority of the people would be best subserv ed by the reduction of customs duties on those ar.icles which are necessary to the comfort of all the people at large, such as coal, iron, wool, salt,' sugar, woolen goods and so forth, Bnt the lime is rapidly approaching when these re ductions will be made in obedience to the ex pressed wjii the voters of the country.
