At the close of the war one part of the ia- ucuieunessoi tnc iniieu mam conusicu ui five hundred millions of rive twenty United States bonds. The holders of these bonds had purchased them from the government js ng for them in greenbacks at par, which they had purchased from soldiers and others at 40 and fifty cents on the dollar, so that the bonds cost but 50 cents on the dollar. These bonds at first were made redeemable in greenbacks, but a few years after the war, congress, in order "to strengthen the public credit" as it was deceptively called, passed an act to re fund these bonds making them payable in coin instead of greenbacks, and to become due in 1907 instead of 1SS3, and reducing the iaterest to four per cent, This was denounce( at the time as a swindle and so it was one of the most inexcusable sort, It was through the efforts of John Sherman that these bonds were changed. Had it not been done the gov ernment could now be redeeming these bonds at par instead of being compelled ts go into the market and pay for fern ot a8 per cent pre mium, as the Secrettry now is doing in order to reduce the surplus. The outrage upon the people is shown by the following example: The Secretary of the treasury went into tne market, the other day and bought eleven million dollars in bonds. In the first instance these bonds were boueht at So cents on the dollar hence they cost the holder five and half millions. But the Secretary paid 118 for these bonds, hence the eleven millions cost the government fourteen millions eighty thousand dollars. In other words, what cost the bond holder 5 millions dollars they now sell to the government for more than 14 millions alter having received the interest semi annually on then millions for more than twenty years, What do the tax payers think of this policy that comnels them to pay more than 14 millions dollars to liquidate a debt of 1 1 million dollars. It is simply an outrage for which no shadow ot an excuse can be given. But this is done tc reduce the surplus.and the policy of the repub lican party is to pursue this course in order to v..nnn the war tariff. Why not make some reduction on the war tariti taxes on tne neces saries of the common people instead of continu- ine these onerous taxes on the shoulders of the Door while waving these rich bondholders the enormous premium of more than 3 millions for the privilege of redeeming 1 1 millions ot bonus I No republican can answer this to the satistac- tion of the people.
