The treasury's silver holding amounted

certificates outstanding amounted on Au
gust I to $118,541,409, an increase of $1,
748,650 for the month, but a decrease of
about $13,400,000 as compared with the
same date last year. Silver certificates
outstanding amounted to $359,557,125. an
increase of about $2,450,000 for the month
and of over $55,800,000 as compared with
a year ago. The receipts for the month of
July amounted to $3i,&S6,oo, a slight de
crease as compared with those for the pre
ceding month and a slight increase as
compared with July last year. The ex
penditures, on the other hand,show a very
considerable increase as compared with the
figures for the preceding month. They
amounted to $41,998,593, an increase of
over $28,000,000 as compared with the
preceding mnnth.when expenditures were
unusually light. As compared with the
month of July last year the increase is a
little over $5,850,000. These areinstiuc
live figures. The surplus decreased during
July $5,600,000 and the eipendiiurcs in
creased over $5,850,000 over that of July a
ytarago. If this policy is kept up there
will be no surplus at the end of this admin
istration. Let the reader reflect.

It is very evident that the next presiden
tial campaign will be fought on the issue
of protection and free trade Mountainttr.
We repeat the question heretofore asked
the Mountaiuetr as to it meaning of the
term "free trade." Republican papers al
most uniformly decline to define the term
"free trade" as used by theni.and thus shott'
a lack of candor about the matter. As po
litely at we know how we ask tht Moun
tains to define the term '-fiee trade," as
used above by it.
The weekly Democrat of Albany, Or.,
has entered upon its twenty-sixth year.
Twenty-six years of continuous life to a
newspaper in a new state like Oregon is
something for the owner to be proud over,
even though their paper was not one
quarter as ably handled as the Democrat.

Why is it that some people seem to
think tSat the sole aim and object of a
newp,ipcr man's life is Id boom his fellow
men and live upon the knowledge that he
isdoin good in the world ? An editor's
rpace is his stock in trade, it is worth so
much and it generally sold foi a very small
per cent of its actual value. A banker
makes his living by using his money. How
would it look for any well-to-do bucine
man to run into the bmk occasionally and
ask for a quarter ? Curious feelings w ould
promenade througn the brain of the aver
age man were one of his wealthy neighbor
to come into his 6tore and ask for a sack
of flour ac a personal favor. Yet the
average newspaper man takes pleasure in
giving his patrons an occasional puff. It
is when he i censured fcr not blowing up
some man who says that money spent in
advertising is money thrown a-vay,that pa
tience ceases to be a virtue, aud his habitual
reserve and modesty falls from him like
chaff before the whirlwind as it were.
It is very funny, thinks an Eastern jour
nal, to notice the republican claim that the
llritiih gold that is being put Into Ameri
can enterprises comes because of the eon
tidence and favor with which British cap.
lullsts regard the system of high protec
tion in this country. Haven't we been
told for years that streams of Rritish gold
were flowing Into the t'nitcd States 10
bribe American voters into voting fer free
trade ? And now it seems that it is not in
the interest of f ree trade, but In the Intcrot
of high protection that British gold is com
ing here ! Alas 1 what become of the re
publican campaign thunder of former
years ? What of the British gold Cobden
spook ?
