But this does not excuse Speaker Smith for two-thirds of the democrats are on two committees. The proper and courteous thing for the Speaker to have done would have been to put these democrats that are now on two committees on those commit tees on which the democrats are not now represented. It is peculiarly noticeable that the democrats have no representation on the committee on Corporations and In ternal improvements. It Is a common belief that the beaver uses its tail as a trowel to plaster the mud on the walls of Its house and dam. Captain Hardy studied the habits of the animal in Nora Scotia some time ago and came to the conclusion that this opinion was not well four.ded.
