The Senate Tariff Bill was intended to
reconcile the people to an annual surplus
for the politicians to spend. In preference
to the plan of stopping it by raising taxe
which are already 30 per cent too high. It
behooves the democrats of the House to
present azain to the country the better
way of stopping the surplus by reducing
the taxes first and most upon.'.he neces
saries of the people. This is a question
that cannot be settled until it is settled
rightly.

fortunate holders of lottery tickets.who by

expected fortunes. No mention is made of
the thousands who parted with their money
in the vain hope of reaping golden results

teries are not run as charitable institutions-
Congressman Roswell P. Flower and his
brother, Anson R. Flower.have decided to build
a handsome new church in Watertown, their
former home. The building will cost about
$55,000. Congressman Flower is quiet and
unostentatious in his charities but gives with a
liberal and discriminating hand. Those wh0
are shocked because Mr. Flower sends a large
check to his party at every election will now
see that he does not limit his generosity to
politics.

There is a rumor abroad that a Salt Trust
will shortly be formed. This trust will embrace
all the salt producers in the country, the idea
being, of course, to keep out English salt. The
report of sercetary of the Michigan Salt Associa
tion showed the sales for the past year to have
been 3,300,000 barrels.
The corn exports from the United States for
the past six months were 1 1,400,000 in value,
rnmnared with 86. 100.000 last year; wheat,
$25,900,000 compare'1 with 838,300,000, and
wheat flour $23,200,000 compared with S20,-400,000.
Joseph Chamberlain says that the Home-Rule

The total exports of wheat and flour, in
bushels, from this country, for the six
mon'hs from July 1st, have been 50,017,825
bushels, compared with 72,741,333 bushels
in 1887, which is a falling-OS of nearly
23,000,000 buskels. This leaves an expor
table surplusjin the country Jan. 1 of about
25,000,000 bushels, including 10,000,000
bushels available on the Atlantic division,
and 15,000,000 bushels on the Pacific divi
sion.

Judge Poland's constituents at St. Johns
bury were the strongest of Prohibitionists,
and at a recent meeting -he Judge took
strong ground in favor of prohibitory leg
islation and temperance generally. A few
days after a gentleman, who was much im
pressed with the speech, happened to sit
next the Judge at a dinner in Montpelier,
and was much surprised to see him drink
his wine with apparent relish. "Why
Judge," said he, "isn't this rather inconsis
tent with your St. Johnsbury speech ?"
"Not in the least, sir ; not in the least. I
spoke then for my constituents, sir ; now
I drink for Luke Poland."

the criticisms of the Democrat on the un
fair manner of making up the House com
mittees in not giving the democrats repre
sentation on many of the important ones
attempts to be witty by saying that the
Speaker was not responsible that the re are
not more democrats in the House. But
this does not excuse Speaker Smith for
two-thirds of the democrats are on two
committees. The proper and courteous
thing for the Speaker to have done would
have been to put these democrats that are
now on two committees on those commit
tees on which the democrats are not now
represented. It is peculiarly noticeable
that the democrats have no representation
on the committee on Corporations and In
ternal improvements.
It Is a common belief that the beaver
uses its tail as a trowel to plaster the mud
on the walls of Its house and dam. Captain
Hardy studied the habits of the animal in
Nora Scotia some time ago and came to
the conclusion that this opinion was not
well four.ded. The vulgar opinion that the
broad tail of the beaver was used to plaster
down the mud in Its work has long since
been pronounced erroneous. Its real use
is evidently to counterpoise, by an action
against the water in an upward direction,
the tendency to sink headforemost, when
propelling itself through the water by its
powerful and webbed hind feet, and at the
same time supporting the load of mud and
stones In its forepaws under the chin. Our
Indians laughed at the Idea of the trowel
story. That, and the assertion that the tail
is likewise used as a vehicle for materials,
may be considered as exploded notions.
