THE SCOTT BONDING PLAN A Hill for an Act Entitle«.! an Act to Provide Funds To Build Good Roads and to Make Other Public Improvements in Jackson County, Oregon, Under VV'hat is Known as the Is Rogue River Valley’s Greatest Need “Scott Plan to Save Jackson County, Oregon, Ninety Thousand Dollars a Year in Interest.” Be it enacted that the County Commissioners’ Court in and for Jackson County, Oregon, is hereby authorized and directed to appoint seven men. or as many as may be necessary, to act as directors in the establishment of and the maintenance of, a National Bank to be known as the Taxpayers’ National Bank o f Jackson County Oregon, I hat said directors be and they are hereby authorized and directed to proceed and take out a National Bank Charter and organize said National Bank, under and by virtue o f the National Banking Laws of the United States. That the County Commissioners' Court is hereby authorized and required to issue Jackson County bonds to the amount of one million five hundred thousand dollars, said bonds to run not less than twenty-five years nor more than fifty years and to bear no interest. And the County Court is hereby directed and required to deposit said bonds with the National Treasury Depart ment ¡it Washington, I>. C.. without delay as a basis o f the said Tax-payers’ National Bank's issue o f currency and to request the immediate issuance o f such currency. The directors aforesaid shall hold ollire until the next general election held in Jackson County, Oregon. Thereafter said directors to be elected at each alternate general election which shall be held in said county beginning with the general election held in 1914, said directors to hold office for a term of four years and in the case o f the death o f any one or ntore of said directors so elect ed before his term o f office expires, or n vacancy from any other cause, the vacancy shall be filled by appointment by the County Court. And no director in said Tax Payers’ National Bank shall be a director or stockholder in any other banking institution. Said directors shall receive as com- p-nsation for their time and services the same per deim and milage compensation received by the County Commissioners. It is further provided that said directors shall be bona fide electors of said county at the time o f their appointment or election. The assessed valuation o f Jackson County, ns shown by the assessment roll thereof, for the year 1911. which is an amount in excess o f thirty-eight million dollars, shall be considered the re serve of said bank. It is further provided that the County Treasurer shall be the cashier o f said bank, and the County court shall provide him with necessary clerical aid. It is the intention o f this Act that the County Commissioners and directors shall be thereby authorized and required to comply with the requirements o f the National Banking Laws necessary to organize and put into operation said Tax Payers National Bank, and to furnish funds from the general road fund o f Jackson County to defray all necessary expenses incurred in carrying out the provisions o f this net. It is further provided that the county treasurer is hereby required to make a full and complete quarterly report of all monies received and disbursed by the said Tax Payers National Bank, of Jackson County. Oregon, and to cause the same to be published in at least one newspaper of gen eral circulation, published in Jackson County, Oregon. Our project is the only present medium for fur nishing irrigation. We have the water ready for de livery and are only waiting for assurance from the landowners that they really want water and are ready to take it at a fair and reasonable compensa tion. Our Mr. Boos is having fine success in his cam paign in the Willow Springs section and the suc cess of the project in the immediate future seems al most assured.
