E x haustive a rg u m en ts for and again st this m easure m ay be found in the pam phlet sent out by the secrc ¿ary of s ta te to voters, and both should be carefully studied. The a rg u m e n t sub m itted by E ugene Palm er and Cyrus II W alker for the Linn County Coun cil, P atro n s of H usbandry, is a strong docum ent and m akes some telling points a g tin st the increase Among o th er thin g s tie s arg u m e n t points out th a t, while the U niveisity claim s an in crease of 23 per cen t in students, it ¡3 asking an increase of nearly 300 per cent in appropriation; th a t n e ith e r the U niversity nor its stu d en ts a re “ po o r,” since lust season they employed a “ coach” for th e ir football team a t a salary of $1500 for tw o m onths’ in struction and boasted in the new spapers th a t it w as th e biggest salary ever paid a -co ach ” in th e N orthw est. It is also shown th a t m any courses given in th e Oregon A gricu ltu ral College a re duplicated in th e U niversity, entail ng a needless expense on the sta te . I t is shown th a t the cost per pupil to th e •state a t the U iversity is now 1299 per year, while th e cost p e r pupil a t the common schools of th e s ta te is but *8 a year, and th a t in m any country dis- t-ic ts th ere is but four m onths’ school per y e ar because of lack of money to pay teachers, and teach ers a re scarce because so poorely paid. Less than one-tenth of one p e r cen t of the pupils of th e sta te receive direct b e refit from the U niveriity, while less th an 8 per cen t of the pupils of th e s ta te pass beyond a common school course. V oters should in v estig ate th ese a rg u m en ts carefully before voting. The n e x t am endm ent is th a t for equal suffrage, p e rm ittin g women to vote on equal te rm s w ith men. This am endm ent is only a m a tte r of ju stice to the women of Oregon. No one will a tte m p t to deny th a t th ey a re the equals if not th e superiors of men in intelligence and tru e patriotism , and for the men to longer deny them equal political rig h ts is n e ith e r good judge m ent nor good politics. T here a re tw o m easures offered re latin g to th e fishing industry in the Columbia River, one offered by the upper river fisherm en and one by the low er riv er fisherm en. Each seem s to of business, and to a person not versed in th e fishing industry it appears b e tte r to adopt both m easures and th u s give the salmon a chance. An am endm ent to th e constitution is proposed giving to cities and towns the exclusive rig h t to license, control or prohibit th e a tre s, race track s, etc., and the sale of liquors su b ject to the provisions of the local option law of th e s ta te of Oregon. A rgum ents for and a g ain st th is am endm ent a re suD- m itted in the pam phlet. The affirm a tive claim s this am endm ent will give to cities and tow ns practical home rule, while the negative declares th a t the real purpose of th e m easure is to knock out th e local option prohibition law V oters should read up both argum ents The am endm ent re la tin g to th e e x em ption of certain classes of property from tax atio n is p a tte rn e d a f te r the H enry G eorge theory and aim s to ex em pt all dwelling houses, m an u factu r ing p lan ts and all fru it tre e s from ta x ation. J u s t w hat benefit to th e people generally it will be to allow all w ealthy m an u factu rers to escape taxation, while piling th e burden on small m erchants and land owners, is not a pparent. The single ta x is a beautiful theory but it is a question w hether Oregon is ready to adopt a half baked torm of th a t theoiy. An arg u m e n t favoring the am enem ent will be found in the pam ph let. The “ Recall A m endm ent” provides for th e calling of a special election a t any tim e for the purpose of discharg ing any public official and for electing his successor. The a rg u m e n t in favor of this am endm ent claim s th a t in order to g e t the b est service from public officials i t should be m ade as easy for the people to discharge any incom petent or c o rru p t official as it is for a farm er to discharge his hired man. Many of the m ost progressive cities, including Los Angeles, S e a ttle, G rand Rapids, and L ew iston, Idaho, have adopted this plan, w ith excellent results, and San Francisco adopted it recently. Oregon has had cases w here this pow er by the people cou d have been used w ith excel len t re su lts and to th e good nam e of th e sta te . The Proportional R ‘presentation bill s intended to enable every political p a rty or organization of citizens to elect m em bers of the legislature in pro portion to the num ber of its supporters in th e d istrict. A rgum ents on this question will be found in the pam phlet. A nother bill provides for pu rity of elections, lim iting th e cam paign ex penses of candidates and the prevention of corrupt practices. T his a ct is an im portant one and is intended to stop much of the corruption in politics th a t has m arked th e past. A rgum ents by the Good G overnm ent L eague will be found in the pam phlet. The n e x t am endm ent o f im portance provides th a t no person can be indicted for a crim e except by a regularly em paneled gran d ju ry , and tak in g away the presen t pow er of d istric t a tto rn ey s to se t as a gran d ju ry and bring indict m ents a g ain st whom they please.
