The towTn of 1’entral Point may recover from any person or persons and their estates the expense for care and treatment when sick, which may have been provided by the town and for which the town may have incurred liability or been put to expense in their behalf of any person or persons whom by law they are bound to support, and an action therefor may be brought and main tained in any court Of competent jurisdiction. 17. To maintain sand improve cemeteries and sewer farms, to regulato the same and to exclude cemeteries from the limits o f the town or any portion thereof and to discontinue the same. The common council shall have full jurisdiction over all cemeteries belonging to the town, whether within or beyond t i c town limits. 18. The common council shall approve all official undertakings and all bonds running to the towTn, and all such bonds shall be filed with the recorder, except the "bond for the recorder, which shall be filed with the town treasurer. At the close of each fiscal year, which shall be on the 31st day o f March in each year, the common council shall cause to be published in some news paper published within the town, if there be one, a full and detailed statement of all money received b y the town government during the preceding twelve months, and on what account received and expended, classifying each receipt and expenditure under its appropriate head. 20. ARTICLE VIII. Section 1. The mayor is the executive officer of the municipal corporation and must exorcise supervision over the general affairs o f the town and over appointive officers. He fehall, at the last meeting o f the council in March of each year, communicate to the council by message a general statement of* the condition of the affairs of the town and make such suggestions and recommenda tions as he may deem proper, and make such special communications to the M e d f o r d , - - - O rego n council from time to time as he may deem proper. Section 2. He shall sign all orders and warrants drawn on the treasurer by the recorder for claims that are audited and allowed by the council, and not otherwise. Section 3. He shall perform such other duties and exercise such other authority as prescribed by this charter or as may be proscribed by any ordinance o f the town, and any law o f this state or any law o f the United States. Section 4. The mayor shall not be allowed to vote on any ordinance or measure before the council, except in case of a tic vote, in which case he shall have power to vote, and must vote either in the affirmative or in the negative. Section 5. The mayor must, within five days after the passage o f any ordi nance or resolution, either approve or veto the same, and no ordinance or resolu HORSESHOING A SPECIALTY tion shall go into effect until approved by the mayor or passed by the council over his veto. Section 6. The mayor shall, in case he vetoes any ordinance or resolution, file such veto with the recorder, together with the reasons for his disapproval, W e treat you and your horses right. Tho mayor shall have and receive such compensation as shall lx* determined by the council from time to time for any onerous or special services required o f him. Section 9. * In the absence of the recorder at any meeting he shall appoint a recorder pro tern, and in case of the absence o f the recorder to perform his duties at any time, or in case of a vacancy in the office of the recorder, the mayor Shall perform such duties and shall have full power and authority to try T h e Hom e o f Commercial and Mining Mor and determine all offences for violation of the town ordinances, the same as might be done by the recorder in case he were present and acting. ARTICLE IX. Section 1. The recorder is the judicial officer o f the town and shall hold his court in the town hall or such other place as may be provided by the council. His court shall be known as “ Recorder's Court, Town o f Central Point, Oregon.” He is also ex-officio town auditor and clerk o f the council and shall keep a plain Dining-room Unsurpassed. It is his duty to take and file all papers presented to him officially, and take charge o f and safely keep all files, records and papers of the corporation. Section 2. The recorder shall have full and exclusive jurisdiction within the corporate limits of the town in both civil and criminal matters, and shall be W M . A .
