their estates the expense for care and treatment when sick, which may have
been provided by the town and for which the town may have incurred liability
or been put to expense in their behalf of any person or persons whom by law
they are bound to support, and an action therefor may be brought and main
tained in any court Of competent jurisdiction.

same and to exclude cemeteries from the limits o f the town or any portion thereof
and to discontinue the same. The common council shall have full jurisdiction

19. At the close of each fiscal year, which shall be on the 31st day o f March
in each year, the common council shall cause to be published in some news
paper published within the town, if there be one, a full and detailed statement
of all money received b y the town government during the preceding twelve
months, and on what account received and expended, classifying each receipt
and expenditure under its appropriate head.
20. No member of the common council shall, during the term o f'h is office,
be interested in any contract with the town; and all jobs or contracts for con­
structing, repairing, ornamenting or improving any public place in the town,

ARTICLE VIII.
Section 1. The mayor is the executive officer of the municipal corporation
and must exorcise supervision over the general affairs o f the town and over

condition of the affairs of the town and make such suggestions and recommenda­

Section 2. He shall sign all orders and warrants drawn on the treasurer
by the recorder for claims that are audited and allowed by the council, and
not otherwise.

authority as prescribed by this charter or as may be proscribed by any ordinance
o f the town, and any law o f this state or any law o f the United States.
Section 4. The mayor shall not be allowed to vote on any ordinance or
measure before the council, except in case of a tic vote, in which case he shall
have power to vote, and must vote either in the affirmative or in the negative.

nance or resolution, either approve or veto the same, and no ordinance or resolu­
