There are some districts where the running time of a freight train be tween terminals is 12 to 14 hours and the men agree to this and are paid accordingly. Fixing the maximum at 12 hours would either necessitate a change in the location of terminals or a reduction in tonnage per train. Either change would increase the cost of service to the public.
