The present low price o f wheat io tbs U nited States is largely be- of tbs democratic Underwood ta riff law enacted in 1914, shortly be fore the w a r began. N ot many people interested in the price of wheat know that there is s “ reciprocity“ clause in the Underwood ta r iff law that v ir tu a lly transfers to the Canadian gov ernment the rig h t to determine i f the United States shall levy duty against wheat coming into this country from Under this clause of tbs American ta riff law whan ever Canadiens have S surplus o f wheat—as this year—the privy council of Canada can revoke tb e ir duty against thia country and that in turn autom atically repeals any duty this country has or wants to have against Canadian wheat w ith the i ault that this foreign wheat flows freely into tbs U nited States and reg ulates the price a t which American farmers must s ell. When the Canadians have had fu ll benefit of tbs Underwood ta riff law and have no surplus to sell they can reverse tb e ir action and again assess a duty on American wheat and A m e ri can farmers are then shut out of sell ing to Ohnads except in competition w ith A ustralian wheat going into that country under favorable condi tions because o f membreship in the B ritish Em pire.
