There can he no question that the status of "the fishery ia unsatisfactory, and that under existing conditions the trend may be expected to be steadily downward, with the reeult that in a com paratively few years tbe run of salm on in that river w ill be re duced to such a degree that thous ands of fishermen m ay be thrown out of em ploym ent and much cap ital rendered idle. The federal gov ernment is without an y jurisdiction whatever in the premises, and the duty of conserving the salmon sup ply in the Columbia devolves on the states of Oregon, W ashington and Idaho.
