no question that the status of "the
fishery ia unsatisfactory, and that
under existing conditions the trend
may be expected to be steadily
downward, with the reeult that in
a com paratively few years tbe run
of salm on in that river w ill be re
duced to such a degree that thous
ands of fishermen m ay be thrown
out of em ploym ent and much cap
ital rendered idle. The federal gov
ernment is without an y jurisdiction
whatever in the premises, and the
duty of conserving the salmon sup
ply in the Columbia devolves on the
states of Oregon, W ashington and
Idaho. But this department has
been charged by congress with im
portant fish-cultural operations in
