DOUBLE LIABILITY There is a measure on the ballot next month relieving bank stock from double assessment. National banks do not require that stock holders assume double liability for the value of their stock and state banks do not except in some in stances. This bill is to make con ditions equal among all banks. There is at present little inter est in starting new state banks because of this double liability provisions and old hanks or nation al banks have the advantage In this matter.
