stances. This bill is to make con­
ditions equal among all banks.
There is at present little inter­
est in starting new state banks
because of this double liability
provisions and old hanks or nation­
al banks have the advantage In
this matter. Now it is desired to
equalize the conditions of banking
by making the liability the same
for all stock holders..
