President Taffs message deal ing with the problem of consent ing the natural resources of the country is a clear and practical statement It is squarely in line with the ideas advanced by Mr." Roosevelt and meets the de mands for legislation made by Secretary Ballinger and Mr. Pinchot If the recommenda tions of the President are enact ed into law, a great step forward will be taken to protect the interests of the people, tie for ests, coal lands, water power sites and other national resour ces, which, under existing law, are in danger of slipping from government control into private hands. In his handling of the conservation question Mr. Taft has given added evidence that he is no mere theorist The keynote of his message was con tained in an introductory para eraDh in which he said: "The problem is how to save and how to utilize, how to conserve and still develop; for no sane person can contend that it is for the common good that Nature's blessings are only for unborn generations." With this as his text Mr. Taft takes op each of the problems and suggests meth ods for their solution. His rec ommendation that Congress shall proceed at once to deal with the' conservation question and shall not lose valuable time by awaiting the outcome of the controversy between the Secre tary of the Interior and ' former Chief Forester is most timely. The Ballinger-Pinchot controver sy should not be permitted to ob scure the fact that important legislation is necessary fully to protect the public domain of the . country from spoilation. Pres ent laws are admittedly inade quate and reform legislation can be enacted without awaiting a finding as to whether Mr. Pin chot ought to be reinstated or Mr. Ballinger dismissed. ' If there was ever any doubt as to the motives back of the as sembly plan there can be none now. The interviews with the republican "leaders" that have been appearing in the Oregonian show conclusively the designs of the assemblyites. The "lead . ers" hate the direct primary law and they want to annul it Through the introduction of the assembly system the politicians want to revive the old conven tion system though leaving Ore gon nominally a direct primary state. When men seek office they must run upon their merits, they cannot "fix things" with a county or a state boss. Under the primary law the "old school",, politician is a discredited being: ' ' " Now the question is, do the people of Gilliam county and of Oregon want to return to the 'old school?" Do they want to revive bossism with all its abusk .. . I Do they want to have polity 0. ical races "fixed" before they are started or do they want in- ! dividuals to seek office 6trietly! upon their merits? Do they want government by a few men' who have selfish interests toprtv mote, or government by many men who seek merely to promote the public welfare? Its view to the situation in Oregon is as follows: 'The issue presented in the suffrage amendment to the state constitution, which is to be submited to the voters of Oregon at the election next Nov. is entirely new in American pol itics. For the first time in our his tory, the electorate of an Amer ican state is asked to give its sanction to the principle that the exercise of the suffrage shal be conditioned solely on the ownership of property. The proposal is that the rich man wife, tho rich man's daughter, shall be given the right to vote at all elections, while the ballot is refused to wage-earning wo man, to school teachers, to a! women who have no property standing their names, no matter what may be their character, or their intelligence, or their pub lie spirit It is safe to assume that this proposal never would have been sanctioned by the Oregon legis lature. It comes before the voters under the referendum which permits any proposition to be submitted, however crude or undemocratic it may be, whic obtains the required number signatures. Of The suffragists themselves recognize the injustice of the proposal. They make no secret of their strategy. They des cribe their proceeding as the "one - step-at - a - time" policy They propose first to perpetrate an injustice, and then to make the injustice the pretex for de manding the full suffrage for & women. The conservative voters of Oregon, who have repeatedly defeated full suffrage amend ments, and tnat by increasing majorities, have a twofold obli gation resting upon them to give a short shift to the pending amendment They should vote against it, because, on its face and in its immediate effect, it is undemocratic and un-American And they should also vote against it because it is admitted ly a subterfuge, intended to open the way to full sufljrage for all women, a proposal upon which the voters of Oregon have already expressed their views in n6 doubtful terms. Fielder Jones, the well known White Sox star of the American League will coach the O. A. C. I base ball team during the com ing season.
