All voters must register in or dcr to vote at the coming prim ary election or general, election in June, In order to have a aig nature count upon any petition nominating a candidate the signer must be a registered member of the party he affiliates with and of the candidate. . Registration is free to the voter and the books are now open in the county clerk's office. Registered voters of any party may sign the petition of as many candidates for one office as he may desire The primary election this year will be held on April 17, and the registration books will close 15 days before that date. After the primary election the registration books will again be opened so that those who have not previously done so may register for the gen eral election in June. February 22nd has been select ed as Portland "Rose Planting Day". Five thousand bushes will be planted that day in the city parks, and it is confidently believed that fifty thousand more will be put out in the yards and gardens of that city and vicinity. Why not have a "Tree Planting Day" in Condon as soon as the weather permits? There is no reason why everyone should not take more civic : pride in their city than the residents of Condon are at present taking. Have you ever given a thought as to what you, with the combined aid of the rest, could do in the civic improvement line-making Con don a more beautiful and home like town. Congressman Ellis is ever alert in the interests of the second congressional district His rec ord of good measures introduced at this session show him to be the most active member from the northwest By keeping him in congress Eastern Oregon will be in position to . get some of the legislation needed in this section in a few years. . By sending a new man in Ellis' place time would be wasted in "breaking in" the new member. . The peo ple cannot afford to train a new congressman every term. East Oregonian. , In a recent issue of the Globe we informed our subscribers of the new ruling recently made by the Postal department, compel ling publishers to stop all papers that are in arrears for one year or more or pay one-cent postage on each paper which the pub lisher cannot afford to do at the present low rate of subscription. Since putting this before our subscribers, a great many of those who were behind have dropped in and paid up but there are still a few who are over a year behind. These still have until the first of April in which to pay up but on that date the 1 papers that are in arrears for a year will be stopped. Don't try to get out of paying for your county paper by saying that you subscribed for the paper four or Ave years ago and then only for a year. Remember that as long as you accept the paper at the Post Office, you are a subscriber and are liable for the subscrip tion price. Also when you sub scribe for the Globe and wish it for only a year, kindly mention it and , when your subscription expires you will be notified -and you may then renew or not as you see fit If you Wish to keep in touch with all happenings of interest throughout the county see that your subscription is paid up Wore April 1st as all papers a year behind will then be prompt ly stopped. Walla Walla farmers have just purchased 1,400,000 Calcutta grain bags at 71 cents each, which is 3 cents less than the prevailing price last year. A news dispatch says that by this large purchase the farmers of Walla Walla County have saved $30,000. There is a possibility that it might be full early to de termine whether they have saved this amount or lost something. Calcutta grain bags have sold as low as 4) cents, and while there is not much prospect that the market will sink to that figure the coming season, failure of the California barley crop and a light wheat crop in the Pacific Northwest would work surpris ing changes in the market -Ore. The Dalles Chronicle has re turned to the public as an even ing paper as formerly. The new management must have gotten wise and found out that cribbing from all the papers of the state and adding a date line to pass it off as paid "grape vine" did not satisfy the people's thirst for fresh news. It is not known whether Jap an's embargo on emigration of her subjects to Hawaii is to be taken as a concession to Ameri can wishes or an indication that the government thinks the islands have all of her subjects they will hold. It seems to be a mighty per suasive appendix to the Monroe doctrine that is now steering around the coast of South Amer ica.. BUSINESS LOGALS .
