THE G0I1D0II GLOBE. THURSDAY JANUARY 21, 1004. THIS ?A FER SaVT.7 JmuIih Nawia Htiret, San Kranelseo, art tern la. hrre contracts (uf edrerttatnf cu t- tww lx it. Wf have received a copy of an a-Mres ilelivrtd by Churl P. Rmin,NMor of Umatilla county., U:fare the ounty eotirt of that c-ninty netting as board of e'ial iuttion, on September 23, 191X1, in dfene of hi action in raiding the feaeetiient of the O. R. fc N. Co. to f 12,000 per mile. It is an able ar gutuent and shows Mr. Strain to be a ' earnest jtainataking' worker in the caise of just and equitable taxation. He has collected a mass f statistics and facts from all over tue country regarding railroad values, earnings and taxation which shows conclusively that his action in the matter was just and proter. T Ur. Strain belongs. tU honor ol having made the first "ytemalicjOC(nip pAnJlma to pre- effort to require the transportation companies to pay a just share of the taxes, that has been made in Oregon.' The force of his argu ment is apparent from the fact that after hearing it the court by a unanimous vote refused to allow the petition of the railroad company for a reduction of its assessment CRIME Of AN EXCONGRESS JIAN. Ex-Congressman Driggs has been sentenced to one day'a imprison ment in jail and to pay a fine of 110,000 for accepting money in connection with a post-office con tract There was no question of guilt and there ought to have been but flight difference of opinion on the question of punishment. IfDrtggs' offence was sufficiently serious to warrant the infliction of a fine of 110,000, it certanly ought to have called for more than one day in jail. The fine will be easily, paid. The imprisonment amounts to nothing and the covict will go on his way rejoicing that he has been 90 slightly inconvenienced. Had it been a case of equal dis honesty but involving a man less prominent in the community, the result would probably have been different. It would have theu been a stiff imprisonment and a email fine or no fine at all. Ap parently, it is the character of the a xsused and not of the offence that governs in determining the pun lament, which is a most unfortun ate rule to prevail in' a country where all men are supposed to stand ou an equality before the law. Imprisonment is the best means for correcting eril and preventing wrongdoing. There are hundreds of transgressors in the land who laugh at the law because they know they can be cleared on the payment of fines. A cell has no terrors for them because they are never ush ered into one. And if a few of these offenders in the higher walks of life were dealt with as the hum bler citizens are, perhaps there would be less dereliction among those holding responsible posi tions. Spokesman-Review. Here tV a word in confidence to the sehool girl. It is not meant for you little snifty chits down in the sixth grade, nor for you old maids who graduated, blojmed and faded years and years ago. It is for that rosy rank of cherubs ranging in age from 13 to 16, each one a jolly armful,' the glowing petals of whose cheeks are tinted with the enpreraeSt glory "of girl-" h od. This is for you, alone. Last irglit as you went home from school aj jd bless you, you made googoo eyes at a school boy on Main street. You thought no one but he saw it. Y m were deceived. Twenty watch ing hoodlums saw it and tittered und marked your fa ce down in their memories. Tonight and tomorrow night as j-ou pass these wait ing hoodlums will be there to ntart a flirtation with you. It may be innocent and harmless to flirt with a echtol by,. fjur and one h ilf feet tall. All the sweet pleadings that ever fell from a mother's lips can't undo this fel low's glances if you invite them by beginning a flirtation on the strwt. Don't begin it. It isn't funny nor smart. It .isn't the plac time nor manner for making acquaintances, and you need not get mad aboct it tt is no worse for boys to swear in your presence on the street, than for you to flirt in public, as you go down the street Life is ahead of you. It is for you to make it or mar it Which will you do? E.O. This is the way the Philidelphia Record puts it: . Undoubtedly the administration realises that it is playing a very ticklish game. It has a large fleet n CoiwinSfon wator. mmI tnarinea vent Columbia from asserting her sovereignity, and at the same time the administration knows how un popular a war would be. So we are told from Washington and truthfully without doubt that "ev ery effort will be made to avoid a clash between the Columbiana and the United States marines." The administration ha got itself into a place where it is difficult to hold on and impossible to let go. It must protect Panama, the "independent state" of its own creation, and it is vitally important to it for political reasons to avoid war with Columbia. Will not Columbia please recall its troops and make things easier for a strenuous young man who was never president before, but would like - very much to be president again?
