There was no question of guilt
and there ought to have been but
flight difference of opinion on the
question of punishment. IfDrtggs'
offence was sufficiently serious to
warrant the infliction of a fine of
110,000, it certanly ought to have
called for more than one day in
jail. The fine will be easily, paid.
The imprisonment amounts to
nothing and the covict will go on
his way rejoicing that he has been
90 slightly inconvenienced.
Had it been a case of equal dis
honesty but involving a man less
prominent in the community, the
result would probably have been
different. It would have theu
been a stiff imprisonment and a
email fine or no fine at all. Ap
parently, it is the character of the
a xsused and not of the offence that
governs in determining the pun
lament, which is a most unfortun
ate rule to prevail in' a country
where all men are supposed to
stand ou an equality before the
law.
Imprisonment is the best means
for correcting eril and preventing
wrongdoing. There are hundreds
of transgressors in the land who
laugh at the law because they know
they can be cleared on the payment
of fines. A cell has no terrors for
them because they are never ush
ered into one. And if a few of
these offenders in the higher walks
of life were dealt with as the hum
bler citizens are, perhaps there
would be less dereliction among
those holding responsible posi
