THE. COIiOO,l: CLOSE. THURSDAY JANUARY 7, IOO. ca xal jug fir of n.A r. Ni mnr appropriate ChrUtmaa p;ft c-nM;H been mink U the ple of Oregon ly the legislature thin the appropriation for securing j a right f way fir the government 1 eutal at Cirliki. - Ail pen jriver ;aa ; nowMty toihe fteople tf Oregon if the utate ii to continued more for ward in the work of progress and development and the action of the s-ginlature at this time was mont opportune and highly commend able. Former aeewons of our state law making body hare been guilty of tunny ains of omission and com mission but no man who has the l"t interests of the state at heart e ui "'fin I fa lit with The recent ac tion on the canal matter. - It was also a part of wisdom to allow , the portage appropriation to ,. Hand for, if"' any further hitch should come up- in : regard to the canal, a measure of relief is still at hand in the portage road. If, on the other' hand, the government should at once begin to push con struction work on the canal the portage commissioners can drop the railway project at any time. The order from the secretary of war setting aside a large sum of money for the purpose of removing obstructions in the river immedi ately below the rapids, coming as it did almost at the same time as the legislative action, is encouraging. It really begins to look as though the opening of the Columbia was an assured fact and that without very many more years of tiresome waiting. "Hope deferred maketh the- heart sick," but that hope about to. be realized invaribly makes the patient feel better. In this case the Inland Empire is the patient and she starts off into the new .year feeling pretty well thank you.1 Politicians are beginning to prick? op their ears for the coming campaign. President Roosevelt' talks pretty straight about Columbia in his late message to Congress. The burning question with many republican editors just now is "who shall the democrats nominate for president?" . Back in Boston it has been so cold lately that the natives could not bake their beans' property and much suffering has been the conse , queoce. - If Uncle Samuel is to annex Canada, Cuba and Panama why not go "a step or two further and take over Mexico, all of Central and South America, China, Japan and Siberia. If this expansion ' business is such a good thing why not "go the whole bog" and have done with it. Russia and Japan are on the verge of war. A comparison of the fighting strength of the two nations would indicate that the burly Rus sian will have away the best of it but the little brown men seem to have unlimited faith in their abili ty to put their antagonist out of business. Over at Long Creek the editors are said to be on the warpath for each other with big six shooters and there is danger of serious trou ble. Why don't some law and or der citizen pour oil on the troubled waters by paying up his subscrip tion to both brothers and thus put them both in a good humor with nil the world. He would be sur prised to see how quickly the at mosphere would clear and each would say to the other: "come on old man, let's go aud take some thing.". Tlic awful ItolacbUHt in the Iri quoiae tUcater,inCb.icago,la"t week phoulJ be taken as a warning by erery town. in the country. Exist ing lawn, having for their olject lite safety of riitore to public ballet atnl placee' of amusement should be rigidly enforced and where such lawsJouot exist they should be euadtedr An element of danger ex ist" in evepy building packed with people anda iudden cry of "fire" or any other startling incident uiay create a panic which will be awful in its .consequences. Too great ' care, cannot be .exercised by the v ujaiiagera of aoch places aud' any' i ruction of litv6 dcfigned to pro.' tet the public should bprxer mil aKamI Because no emergency clause wa attached to the IhII reviving the $31)0 exemption, the law will not not be effective soon enough to apply to the assessment of 1904. T he aMFn M for H at jtar will be made upon property that is tax able on March 1. The exemption Undoes not go into ellect until March 2.1 The Atorney General expresses the hope that some way may lie found to make the law ef fective on the 1904 assessment, but his opinion from a hasty considera tion of the matter' is that no ex emptions can be allowed to house holders next year. .It is unfortun ate that the emergency clause was omitted from that measure, for it was the desire of the people and was supposed to be the intention the Legislature that all important laws should be effective at once. While the peace, health and safety of the state does not depend upon giving every householder a 1300 tax exemption next year, yet the emergency is as great as in a num ber of other cases in which in ; was declared to exist If the exemption were to be revived at all, it should have been put into force and effect at once.
