It was also a part of wisdom to
allow , the portage appropriation to

should come up- in : regard to the
canal, a measure of relief is still at
hand in the portage road. If, on
the other' hand, the government
should at once begin to push con
struction work on the canal the
portage commissioners can drop
the railway project at any time.
The order from the secretary of
war setting aside a large sum of
money for the purpose of removing
obstructions in the river immedi
ately below the rapids, coming as it
did almost at the same time as the
legislative action, is encouraging.
It really begins to look as though
the opening of the Columbia was
an assured fact and that without
very many more years of tiresome
waiting. "Hope deferred maketh
the- heart sick," but that hope
about to. be realized invaribly
makes the patient feel better. In
this case the Inland Empire is the
patient and she starts off into the
new .year feeling pretty well thank
you.1

done with it.
Russia and Japan are on the
verge of war. A comparison of the
fighting strength of the two nations
would indicate that the burly Rus
sian will have away the best of it
but the little brown men seem to
have unlimited faith in their abili
ty to put their antagonist out of
business.
Over at Long Creek the editors
are said to be on the warpath for
each other with big six shooters
and there is danger of serious trou
ble. Why don't some law and or
der citizen pour oil on the troubled
waters by paying up his subscrip
tion to both brothers and thus put
them both in a good humor with

was the desire of the people and
was supposed to be the intention
the Legislature that all important
laws should be effective at once.
While the peace, health and safety
of the state does not depend upon
giving every householder a 1300
tax exemption next year, yet the
emergency is as great as in a num
ber of other cases in which in ; was
declared to exist If the exemption
were to be revived at all, it should
have been put into force and effect
