A recent report of th minister of tr. Interior of the Netherlands la of pat tlcular Interest, giving complete atn ttatlcs of the amount expended In char Itable work lu llollaud, says th ltevu Scientlnque. This matter la regulated lu Holland by the law of Juu 28, 18H which recoeulttf four sorts of charit able Institutions thos which ar ad ministered by the state, the provinces or the communes; thus which aelong to a church and are for the purpose of asslatlng the poor of the parish; th lustttutlous founded by lay bodies or private Individuals, and mixed Instltu tioua which ar directed by the public authorities, together with the church or private Individuals. lu all of these cases ther Is a distinction made be tween assistance glveu to thos who ask It of their own will and those who ar ashamed to ask and ar sought out lu an average year the assistance at the home of th Indigent aiuounta to a little more than 14,000,000 francs. of which 9,000,000 Is In money and th rest In provisions, th whole being distributed among about 183,000 poor. In this total of expenditures the part played by public fuuds la 6,000,000 franca, the rest being almost eutlrely furbished by th churches, the private Institutions distributing hardly 600,000 fraucs. The churches distribute uior money than th public institutions. Th poor who do not apply for a slstanc ar almost exclusively cared for either by th churches or private Institutions, as th public officials do not posses sufficient Initiative to seek out the .sufferer. Th amount distrib uted to these "ashamed" poor repre sents an expenditure of some 1,300,000 francs, which Is divided almost equally between the private and lay lustltu tlons and the churches. Th distribution of provisions and fuel reaches the modest total of 270,000 francs distributed among 15,000 poor, The source of most of this assistance Is th private Institutions, th public granting but little tnor than 13.000 francs to 500 poor. The explanation of the relatively modest part played by the government lies In tbe specification In the law mentioned above that pub lic assistance shall be granted only when other agencies are Inadequate. The charitable Institutions of Holland are public, 3,400 supported by the number about 5,000, of which 1,900 church and 450 are private. Kerosene was first used for lighting in U&tS. Germany has a pay wedding, at which the bride receive her guests with a basin before her In which each person entering deposits a Jewel, a sli er spoon or a piece of money. In some parts of Germany the rule is that the expenses of the marriage feast shall be met by each guet paying for what he eats or drinks. The prices paid for viands and drinks are high, ud the young couple often make a haninome profit out of their wedding realizing a sum quite sufficient to start them nicely In life.
